Overview of the Role
The postholder works in the DIANA Executive Office of the Financial Controller (DX OFC). As custodians of member Nations’ funds, DX OFC provides reliable and transparent financial and procurement services in support of DIANA’s mission and objectives. The temporary staff member will provide support to the OFC Finance and Procurement Team. They will report to the Financial Controller and be requested to support the procurement and contracting workstreams.

Taskings:
- Supporting senior team members in ensuring that DIANA’s procurement and contracting activities are compliant and consistently applied across all operational areas.
- Assisting with the implementation and upkeep of procurement policies, procedures, and guidance, including helping to prepare and update process documentation and standard templates.
- Conduct procurement and contracting activities under supervision, including planning, sourcing, contract administration, amendments, and closeout, while ensuring required documentation and controls are in place.
- Contributing to efforts to improve procurement processes, including supporting automation initiatives, improving data quality, and helping to make effective use of digital procurement tools.
- Acting as a focal point for collecting procurement requirements for assigned activities and contracts, working with internal stakeholders to clarify needs and supporting checks on budget availability in coordination with finance colleagues.
- Monitor the tracking of procurement actions, contract milestones, and deliverables, and assisting with the preparation of status updates, internal reports, and audit related documentation.
- Assisting with maintaining procurement and contract records in line with information and knowledge management requirements and good practice.
- Providing analytical, coordination, and administrative support to the Procurement and Contracts function, including preparing background material for reviews, briefings, and internal discussions.
- Performing any other related duties as may be required.
Skills, Knowledge, Experience Required:
- Bachelor’s degree in a relevant field, such as Business, Procurement, Law, Finance, Public Administration or related.
- Minimum of 2 years relevant professional experience performing procurement or contracting activities at officer or equivalent professional level, with responsibility for applying policies, exercising judgment, and managing assigned actions under limited supervision.
- Demonstrated understanding of procurement and contracting principles, including planning, sourcing, contract administration, record-keeping, and compliance controls.
- Familiarity with different procurement processes and methods.
- Ability to work within established policies, procedures, and approval frameworks, with attention to auditability and documentation requirements.
- Strong organisational skills, with the ability to track multiple procurement actions, deadlines, milestones, and deliverables accurately.
- Ability to work collaboratively with internal stakeholders to clarify procurement requirements and support budget availability checks in coordination with finance colleagues.
- Experience contributing to process improvement or automation initiatives, including improving data quality or supporting the rollout of digital tools.
- Fluent written and verbal English language skills.
Desirable:
- Advanced Degree in above named fields.
- Knowledge of NATO, defence, or international security environments, or experience working in politically sensitive or multinational settings.
- Professional certification or coursework in procurement, contract management, or project management (e.g. CIPS modules, PRINCE2 Foundation).
- Experience with project management software and/or database/CRM software.
