The Project Manager is responsible for the successful planning, execution, and oversight of a complex digital service delivery programme. This role ensures that strategic goals, delivery milestones, and stakeholder expectations are met through robust governance, effective risk management, and strong collaboration with delivery and product teams.

Key Responsibilities:

  • Programme Governance & Leadership: Lead the end-to-end management of a multi-phase digital service programme, from inception through to final delivery and transition. Establish appropriate governance frameworks to monitor performance, outcomes, and conformance to policy or regulatory standards. Chair project boards or steering groups where required, ensuring cross-functional alignment and visibility at all levels.
  • Planning, Monitoring & Control: Develop and maintain an integrated delivery plan, coordinating inputs from delivery, product, and technical leads. Track progress against key milestones and deliverables, proactively identifying and addressing risks, blockers, and deviations. Ensure robust documentation of plans, dependencies, issues, and decisions across the delivery lifecycle.
  • Stakeholder Engagement & Communication: Engage with a wide range of stakeholders including internal teams, senior leadership, third-party suppliers, and user groups. Ensure that delivery decisions reflect the needs of both technical and non-technical stakeholders. Produce concise, actionable reports and delivery updates suitable for both operational and executive audiences.
  • Financial & Resource Management: Manage budgets, contracts, and procurement in line with commercial controls and delivery milestones. Work with functional leads to ensure that the right people are in place, with clear responsibilities and manageable workloads. Identify and manage any resource gaps or changes in capacity proactively.
  • Collaboration & Risk Management: Collaborate closely with the Delivery Manager to align agile sprint-based activity with programme-level priorities. Maintain and update risk and issue logs; drive mitigations and escalate appropriately to unblock delivery. Ensure that dependencies—whether organisational, technical, or policy-based—are actively managed and monitored.

Essential Skills & Experience:

  • Significant experience in project or programme management of complex, multi-stakeholder digital services majorly in Finance Project.
  • Proven ability to operate within agile delivery environments, supporting dual-track or iterative delivery frameworks.
  • Demonstrated track record in overseeing cross-functional teams delivering products or platforms involving data, user interfaces, and system integrations.
  • Experience managing regulatory, operational, or vendor-related dependencies.
  • High-level communication and negotiation skills, with experience working across senior internal and external stakeholders.
  • Managed project independently with less supervision.

Desirable Experience:

  • Familiarity with service design principles, user-centred delivery methods, and government/public sector service standards.
  • Experience working on platforms involving structured data, catalogue management, or regulated industry workflows (e.g., healthcare, life sciences, or procurement).
  • Knowledge of risk frameworks, assurance planning, or managing formal assessments (e.g., service readiness, accessibility compliance).
  • Nice to have knowledge of Oracle Fusion, SAP and setting up financial system.

Certifications (Preferred but Not Required):

  • PRINCE2 Practitioner, APM PMQ, or equivalent project management qualification.
  • AgilePM, SAFe Agilist, or other Agile framework certifications.
  • Microsoft Azure Fundamentals (AZ-900) or higher (to support technical context and infrastructure discussions).

Benefits:

  • Work on cutting-edge technologies and impactful projects.
  • Opportunities for career growth and development.
  • Collaborative and inclusive work environment.
  • Competitive salary and benefits package.
