Location: Northamptonshire (Hybrid – 2–3 days per week on site)

Contract: Initial 6 months

Rate: £55–£60 per hour (Inside IR35)

A Northamptonshire-based local authority is seeking an experienced Housing Enforcement Manager to join them on an initial 6-month contract. This is a key interim role supporting service leadership during a period of significant legislative change.

The Role:

You will be responsible for the day-to-day management of the Housing Enforcement team, ensuring the effective delivery of statutory housing enforcement functions while working closely with the Head of Service to prepare the authority for the implementation of the Renters’ Rights Bill.

Key Responsibilities:

• Lead and manage the Housing Enforcement team, providing clear direction, support, and performance management
• Oversee enforcement activity across the private rented sector, ensuring compliance with housing standards and legislation
• Work closely with the Head of Service on service planning and readiness for the Renters’ Rights Bill
• Review policies, procedures, and enforcement approaches to align with forthcoming legislative changes
• Provide expert advice on complex housing enforcement matters and high-risk cases
• Support partnership working with internal teams and external stakeholders

About You:

• Proven experience managing a Housing Enforcement or Private Sector Housing team within a local authority
• Strong working knowledge of housing enforcement legislation and regulatory frameworks
• Experience contributing to service development or change programmes
• Confident operating at a senior level and working closely with heads of service or directors
• Able to work effectively in a hybrid environment
