Vantage is looking for a Procurement Manager for Construction / Infrastructure in Europe, to join our expanding team.
Site (projects). based You will collaborate with the Regional Senior Procurement Manager on a number of large Data Center Infrastructure projects.
The Procurement team leads the procurement of Professional Services (Design), Construction and owner furnished contractor installed equipment (OFCI) contracts across Vantage's portfolio in Europe.
This includes strategic management of vendors and inventory, vendor management and long term negotiated pricing, architecting / management of process / ERP As a Procurement Manager for Construction / Infrastructure, your responsibilities will be to assist with devising procurement strategies for different projects, lead the RFP process, driving efficiencies in lead time reduction and price reduction, as well as innovation in negotiation approach and advice on contract structures.
You will be responsible for the entire procurement life cycle of the project from Pre-qualification through to contract award, and from procuring design consultants through to Contractors and Commissioning Agents.
You will also be liaising with the Procurement Manager - OFCI in ensuring that long lead assets are procured and delivered in a timely manner.
As Vantage continues to expand, you will work with internal groups focused on cost and schedule reduction to integrate change management and product optimisation int new and ongoing projects, while providing lessons learned into the overall feedback loop for analysis and modification.
Job Purpose Management of all construction procurement activities including supply-chain analysis, development and implementation of sourcing and procurement strategies, prequalification, tender and negotiation of contracts and contact award recommendations using procurement processes and systems.
Measures of success are procuring below budget and delivering on schedule to the required quality.
- As the Procurement Manager (Construction / Infrastructure)
- Act as the single point of contact between the Procurement team and the Project Execution team
- Advise the Regional Senior Procurement Manager and work closely with the Project Director / Senior Project Manager
- Advice on best procurement routes and contract types for Projects and input into the Project Execution Plan.
- Plan, deliver and manage all procurement activities to deliver contracts and frameworks for works and services contracts.
- Interpret market information appropriately and deploys it effectively in strategy development.
- Management of construction, engineering, supply and service contracts.
- Formulation of negotiation parameters, analysis and interpretation of commercial data and demonstration of flexibility whilst achieving negotiation objectives.
- Identifies and assesses potential risks to commercial agreements and supplier performance.
- Chair of performance meetings with suppliers, communicates performance data and agrees improvement plans.
Able to differentiate between issues that can be managed locally and those that need to be elevated for either information, or resolution and action.
- Experience of leading on major works procurement projects relating to Construction and Consultancies
- Demonstrable experience of achieving cost savings through procurement activities and the delivery of sustainable benefits
- Experience of planning, managing and monitoring programmes of work.
- Experience of establishing complex contracts and service agreements, ideally within a Datacentre, Mission Critical and/or Heavy Civil or Infrastructure projects.
- Experience of making presentations to management meetings, boards and committees.
- Experience of leading and collaborative working with multi-disciplinary team.
- Experience of using e Tendering Portals, and other IT based systems to support decision-making
- Experience of developing and procuring different forms of contracts (JCT, FIDIC) including partnering agreements
- Knowledge of JCT / FIDIC forms of contract and their differences
- Proven experience of managing complex customer and supplier relationships and expectations in different projects environment.
- Desirable: Working knowledge in Europe (ideally Germany, Switzerland, or other Central European Countries)
- Accreditation from CIPS and or RICS qualified is desirable.
- Ability to bring teams together to resolve issues and achieve targets and roles
- Knowledge of strategic sourcing strategies and procurement work processes
- 10+ years of experience as a Procurement Manager ideally within Datacentres, or similar Mission Critical facilities, or Heavy Civil / Infrastructure related projects.
- Ensure Contractor quotations meet "should cost" estimates, support negotiations by challenging quotations using technical analysis aiming for cost reductions, Bachelor of Science in an Engineering- related degree, Business Administration, Law, or equivalent experience
- Looking for continuous improvement, adaptable with high level of attention to detail.
- Be technically strong and proficient user of Microsoft Office Packages
- Expected travel is around 40%, but may grow and evolve over time
- Desirable: Proficient in another European Language. German / English
- Change Management skills
- Oral and written communication are crucial, as well as the ability to think clearly, analyze quantitatively and prioritize tasks
- Experience negotiating large value contracts in Europe
- Ability to comfortably and confidently present and influence all levels within the organization and to work with both technical and non technical teams
