VANRATH are excited to be working closely to support with the role of an Estate Manager for a well established client within the local authority. This is initially a 6 month assignment, with possible extension
Responsibilities
The post holder will be responsible for the efficient provision of a comprehensive range of asset and estate management services for all properties through the management and co-ordination of the Estate Management Service Section within the Assets Unit: and work in partnership across all Directorates to enable the Company to meet its strategic objectives and derive the best benefits from its assets.
The post holder will lead the effective planning, delivery and improvement of Estate and Asset Management in relation to property within the Company. In addition to developing and implementing initiatives that provide efficient and effective Asset Management improvements in accordance with Company policies, procedures and best value.
- Manage, plan, co-ordinate, and control a comprehensive range of Company property and building maintenance requirements from inception to completion as embodied in the Company's Estates Strategy, Condition and Energy programmes including:
- The development, implementation and management of a Corporate Landlord Asset Management Model in order to effectively manage the Company's Assets and maximize income and benefits.
- Introduce robust asset management hardware and software solutions.
- Advise on property acquisitions, disposals, leasing and licensing; including the preparation of associated documentation.
- Site/ building/ asset surveys, project design, budget cost estimates, the preparation of economic appraisals/ business cases.
- Preparation of works plans and planned preventative maintenance contract documentation in consultation with the Building Maintenance Manager and Construction Services Manager, evaluate tenders, supervision of works to ensure compliance with maintenance works specifications to ensure completion of works to quality, time and budget and measurement of works for preparation and certification of payment certificates. Provide technical and contract procurement strategy advice to council departments and report and recommendation on same. Review and recommend on Consultant laid projects as required. Identify collaborative procurement opportunities.
- Manage the implementation of the landfill site Closure Plans including the on-going site monitoring and maintenance. It will be necessary for the post holder to gain accreditation in the Operator Competence Scheme (OCS) for Closed Landfill Site Management, A technical competency requirement by NIEA undertaken by WAMITAB.
Ideal Candidate
- A third level qualification for example degree, NVQ level 4 (or equivalent) in Estate/Asset Management, Engineering, Construction or equivalent.
- A minimum of three years post qualification experience in a comprehensive asset management role working in an environment providing;
- acquisition, disposal, development and maximisation of investment from property assets;
- energy and sustainability management;
- asset maintenance and statutory property compliance;
- procurement and contract management;
- project planning and analysis
- supervision of staff.
- Hold a full (i.e. not provisional) current UK driving licence and access to a car or have access to a means of transport which would enable the applicant to carry out the duties of the post.
- Working knowledge of CDM Regulations, Building Regulations, Health and Safety Regulations pertaining to the built environment, British Standards codes of practice and forms of contract relating to construction practices.
- Working knowledge of energy and building management systems and practices
Remuneration
Circa £51,216 plus pension & holiday pay
