About the Role

VANRATH are delighted to be supporting a key local government client in the appointment of a Waste Contracts & Data Officer. This role sits within the Environment section and plays a vital part in the procurement, management and performance monitoring of waste contracts, alongside leading on the collection, validation and reporting of statutory waste data. The appointed officer will work across both Newry and Downpatrick sites, supporting the Council's compliance, financial management, statutory reporting and continuous improvement in waste services.

Key Responsibilities

  • Waste Contracts
    • Lead the procurement of waste processing and related contracts, including preparation of tender documentation, tender evaluation and contract award.
    • Manage contractors to ensure compliance with contract terms, KPIs and performance targets.
    • Develop and maintain recording systems to monitor contractor performance, reconcile invoices and validate claims.
    • Act as the central point of contact for all contract and KPI-related enquiries.
    • Represent the Council at contract monitoring meetings locally and regionally.
    • Support regional procurement and management of joint contracts.
    • Assist with financial management including budget builds, profiling and forecasting.
  • Waste Data
    • Lead on the collection, management, analysis and reporting of all waste data.
    • Develop procedures and standards to ensure statutory compliance in data reporting.
    • Design, manage and maintain data recording and analysis systems.
    • Validate waste data from weighbridges, internal departments, contractors and external bodies.
    • Manage Waste Data Flow submissions to statutory deadlines.
    • Analyse waste and financial data to identify trends, interventions, policy changes and performance improvements.
    • Support the promotion of recycling and environmental initiatives through data-driven insights.
    • Contribute to benchmarking, collaboration and shared service development with partner organisations.
  • Service, Governance & Corporate Responsibilities
    • Ensure high-quality and cost-effective service delivery.
    • Authorise purchases in line with Council procurement policy.
    • Ensure compliance with governance, risk management and statutory obligations.
    • Promote equality, good relations and diversity across service delivery.
    • Participate in staff development, corporate working groups and recruitment processes.
    • Support emergency, safeguarding and business continuity arrangements where required.

Essential Criteria

  • Minimum Level 6 qualification (e.g. Degree) in a relevant discipline such as Procurement, Contracts Management, Waste Management or Business Management.
  • AND At least 1 year's experience in all of the following:
    • Contract procurement including preparation of tender documentation
    • Ongoing contract management including monitoring of KPIs
    • Validation and processing of income and expenditure reports
    • Data management, analysis and reporting
  • OR Option 2 At least 3 years' experience covering all of the areas above.

Additional Essential Criteria

  • Advanced experience using Microsoft Excel.
  • Full current driving licence and access to transport OR ability to meet travel requirements.
  • Ability to work outside normal office hours when required.

Desirable Criteria

  • Further experience within waste management operations or contract monitoring.
