We are delighted to be supporting the Northern Ireland Assembly in the appointment of a Part-Time Assistant Assembly Clerk (Non-Clerking) on a temporary basis for up to 12 months. This is a key AG6-level role, offering the opportunity to contribute to the effective operation of the Assembly by supporting senior staff, managing people and processes, and delivering high-quality services to a wide range of internal and external stakeholders.
Main Duties / Purpose of the Role
- Delivering high-quality services to internal and external stakeholders, promoting a strong customer-focused culture within the team.
- Undertaking research and investigatory work, providing timely and accurate analysis and recommendations to support the drafting of reports and briefing papers for decision-making purposes.
- Creating written and video-based material to support the development of training resources for new applications, including MS Teams and SharePoint.
- Assisting with the development, management and monitoring of policies and procedures within the business area.
- Providing advice on policy, procedural and protocol matters within the area of responsibility.
- Approving correspondence and assisting with the drafting of responses on complex or sensitive issues for a range of internal and external stakeholders.
- Attending, participating in and managing meetings, visits and events in support of Assembly business, ensuring accurate records are maintained.
- Developing and maintaining effective working relationships with a wide range of stakeholders, including colleagues, senior managers and external partners.
- Approving information for publication on Assembly webpages and social media platforms, ensuring information is accurate and up to date.
- Maintaining and providing accurate and timely management information.
- Planning and organising a diverse workload to tight deadlines while maintaining high standards of quality and accuracy.
- Leading, managing and developing individual staff members or small teams to ensure delivery of team objectives.
- Quality-assuring the work of staff to ensure compliance with legislation, policies and procedures and agreed service standards.
- Supporting senior staff in the effective management of the business area.
- Checking and approving purchase orders and invoices in line with organisational policy and delegated authority.
- Assisting in the management of financial budgets.
- Supporting the development of business cases and specifications for procurement exercises and participating on evaluation panels.
- Assisting with the management of contracts to ensure compliance, value for money and effective issue resolution.
- Participating in corporate and directorate projects.
- Contributing to the development and delivery of training sessions for staff and service users.
- Effectively using Microsoft Office and bespoke internal Assembly systems to produce reports, documentation and management information.
- Managing information and records in line with statutory and organisational requirements.
- Complying with all Assembly Commission policies, including Equality and Dignity at Work policies and mandatory training requirements.
- Undertaking any other duties reasonably required by the Assembly Commission.
Essential Criteria

Qualifications
- A primary degree (minimum 2.2 classification) in any subject or a qualification of an equivalent or higher standard.
Experience
- At least 3 years' experience in all of the following areas:
- Leading and managing individual staff members or teams to ensure the quality, accuracy and timeliness of work.
- Analysing information from a range of sources to produce high-quality written documentation that supports effective decision-making.
- Planning and organising a diverse workload, delivering high-quality outputs to tight deadlines in line with organisational policies and procedures.
- Developing and maintaining effective working relationships with a wide range of stakeholders, including colleagues, managers, elected representatives, departmental officials and external partners.
OR
- At least 5 years' experience in each of the areas outlined above.
