The Valuation Office is seeking a RICS-qualified Chartered Building Surveyor to join the Built Environment and Minerals Surveying (BEAMS) team. BEAMS provides independent and impartial cost and surveying services to support non-domestic rating lists and extends services to other government bodies. The team handles a diverse portfolio of properties and specialist structures, including historically significant buildings, lighthouses, government facilities, and nuclear sites. The opportunity focuses on Building Surveying within BEAMS, including pathology analysis, cost scheduling for repair works, dilapidation surveys, condition assessments, insurance reinstatement evaluations, disrepair cost estimations, and depreciated reinstatement cost advice. The role supports development viability assessments and cost appraisals for government bodies. Training will enhance technical knowledge and career progression.
Responsibilities
- Provide specialist advice on the cost and repair of buildings, infrastructure, and related attributes.
- Prepare schedules of costs and professional reports.
- Maintain knowledge through CPD (Continuous Professional Development) in legislation, case law, codes of practice, and professional standards relevant to BEAMS.
- Manage and mitigate risks and issues, with timely escalation to senior colleagues.
- Manage and support the delivery of single jobs or projects to meet time, cost, and quality deliverables.
- Act as an expert witness at Valuation Tribunal or other courts as required (training and support provided).
- Mentor, provide technical advice, and train graduates and apprentices on APC pathways and to develop others within the team or wider agency.
- Proficient use of Microsoft Office Excel and Word to prepare reports and cost estimates.
- Initiate the application process to attain Registered Valuer status within twelve months of commencing the role.
- Obtain Developed Vetting (DV Level) security clearance within 12 months of commencing the role.
- Undertake an enhanced DBS check.
Requirements and Competencies
- Full FRICS or MRICS (Fellow or Member of the Royal Institution of Chartered Surveyors) in Building Surveying.
- Proficiency in building technology, with ability to generate building cost estimations and repair reports; understanding of building services and systems.
- Strong communication and interpersonal skills; ability to build and manage relationships with internal and external stakeholders.
- Ability to mentor and provide technical guidance to colleagues and contribute effectively within a collaborative team.
- Strong analytical and decision-making skills; able to interpret evidence to provide relevant advice and solve problems with limited information.
- Willingness to travel, including overnight stays; flexible working arrangements available.
