About Us
The Housing Enforcement Team is responsible for upholding housing standards particularly in the private rented sector. The team deals with complaints from tenants about their living accommodation and has a particular focus on the licensing of Houses in Multiple Occupation. Additionally, there are duties relating to statutory nuisance, filthy and verminous premises and problem empty properties.

About The Role
Pay Details: Grade 9 £41,771 to £46,142 p.a.
Hours of Work / Working Pattern: 37 hours per week Monday to Friday
Main Place of Work: Cardiff, County Hall
Description: The role will focus on enforcement against non-compliant landlords and a multi-disciplinary approach to targeting rogue landlords and persistent offenders. This will likely involve working at the sharpest end of enforcement in the City and a leading role in prosecution cases. The position carries out a broad range of Environmental Health duties in relation to housing. You will investigate complaints about poor standards of accommodation and will carry out housing inspections. You will draw up schedules of work and serve legal notices, carrying out compliance visits to ensure works are completed. You will carry out licensing inspections for houses in multiple occupation (HMOs) and will enforce HMO licensing requirements. You will liaise with tenants, neighbours, landlords and contractors to ensure that property standards are upheld.
About You
You will need:
- Experience of conducting inspections, investigations and audits of a complex nature.
- A clear and demonstrable understanding of the legal process issues that affect regulatory service delivery.
- Ability to communicate effectively with people in all levels of the organisation and with businesses and members of the public.
- Ability to prioritise and meet deadlines.
- The ability to foster partnerships, work collaboratively across boundaries and achieve performance and results through others.
- Professional qualification (a degree or equivalent in one of the key service disciplines).
