Additional Requirements

  • In the absence of the Captain, the Chief Officer assumes command of the vessel and the responsibilities of the Captain.
  • The Chief Officer is responsible to the Captain for:
    • Acting as a leader of the deck department team in emergency/crisis situations.
    • Maintaining the conservation of the hull, deck equipment, accessories, crew accommodation areas (including toilets, washbasins, kitchen/dining room), forecastle, and bosun's stores, which must be kept clean and organised.
    • Maintaining discipline within the deck department.
    • Managing and controlling deck materials and equipment, including inventory control, expenses, and requisitions.
    • Keeping updated and accurate records of deck maintenance.
    • Monitoring all situations that may result in environmental pollution incidents and adopting appropriate preventive measures.
    • Maintaining a safe navigation watch service, as instructed by the Captain.
    • Acting as the vessel's Safety Officer, including promoting safe work practices and conducting regular safety inspections.
    • Ensuring that all safety equipment on the vessel is maintained and tested regularly.
    • Acting as the Ship Security Officer (SSO), along with the duties outlined in the Ship Security Plan (note: in some cases, the Chief Engineer may be designated by the Captain for this role).
    • Taking command of a mooring team.
    • The Chief Officer should have the opportunity to understudy the Captain whenever possible, including manoeuvring training on board. This training should be recorded in the ADM30a and reported in their evaluation report.
    • Any other duties as instructed by the Captain.
    • Recording incidents and hazardous occurrences.
    • Promoting safe work practices, including the use of safety equipment and protective clothing throughout the vessel.
    • Ensuring the health and safety of visitors and contractors by establishing specific written procedures to be followed during their time on board.
    • Responsible for maintaining the Vessel Safety and Training Logbook.
    • Acting as the designated person for Waste Management, along with the duties outlined in the Vessel Waste Management Plan.
  • Responsibilities in Cargo Operations (as applicable to the type of vessel)
    • Under the supervision of the Captain, the Chief Officer is responsible for:
      • Handling cargo, including tank cleaning and COW (crude oil washing) operations, ballast/deballasting operations, including assigning specific tasks to other deck officers.
      • Preparing the Cargo Plan in accordance with the Voyage Orders.
      • Verifying the cargo system to ensure that the planned procedure will be followed.
      • Preparing cargo and ballast operations on board and directly supervising the start and end of these operations.
      • Operating and controlling all cargo/ballast equipment and monitoring all cargo/ballast operations on board.
      • Responsible for drafting their own Standing Orders regarding cargo operations, which must be well understood and signed by each Deck Officer.
      • Monitoring structural stresses and the stability of the vessel during cargo and ballast operations and during the voyage, ensuring they remain within required limits.
      • Maintaining cargo records as required by the Company, Charterers, and International Regulations.
      • Calculating the amount of cargo on board and preparing cargo documentation as necessary.
      • Daily checking of all compartments/void spaces/cofferdams and recording soundings in the Deck Log.
      • Monitoring the concentration of toxic gas vapours in the vessel's compartments, as necessary.
      • Maintaining records required in conjunction with the Chief Engineer, as necessary.
      • Applying required ballast water management practices and maintaining records.
      • Guiding all officers and crew on safe handling procedures for each type of cargo.
      • Ensuring that all cargo in the holds and on deck is properly stowed according to the requirements of the Cargo Stowage Manual (applicable only for dry cargo ships).
      • Ensuring that the necessary antidotes and toxic gas detectors are on board for each cargo to be loaded, as required for vessels involved in the transport of hazardous/toxic or chemical cargoes, whether solid or liquid.
