Responsibilities include:

  • The Chief Officer reports to the Master and is responsible for the management and performance of the Deck Department, and for each bunkering operation.
  • Full compliance with the Loading and Bunker Delivery Procedures as defined in SOPM Vol. 3.
  • Planning the loading, storage, and delivery of Charterer’s bunkers held in transit.
  • Instructing the tanker’s Chief Engineer, Bosun, and Ratings in loading and delivery operations.
  • Taking soundings of ballast tanks to determine the presence of oil prior to any ballast/de-ballast operation.
  • Performing the Charterer’s pre-delivery safety checklist.
  • Managing cargo operations and related safety.
  • Maintaining LSA & FFA equipment onboard.
  • Upholding navigational charts and maintenance of navigation equipment.
  • Taking charge of the deck department and acting as the Master’s deputy.
  • Overseeing deck maintenance.
  • Liaising with shore authorities and ensuring awareness of SMS.
  • Ensuring deck crew follow safe working practices as defined in Company procedures.
  • Instructing cadets, junior officers, and ratings on relevant procedures.
  • Identifying potential ship hazards associated with deck operations and advising the Master accordingly.
  • Notifying the Master immediately of any defects which may affect ship safety or put at risk the marine environment.
  • In charge of ballasting/de-ballasting operations.
  • Conducting stability and related calculations for cargo and ballasting.
  • Deploying and delegating duties to deck crews.
  • Assigning deck officers or ratings specific roles with respect to the deck department responsibilities as defined in the SMS.
  • Investigating non-conformities and applying corrective actions as agreed with the Master.
  • In charge of maintenance of life-saving appliances & fire-fighting apparatus onboard.
  • Ensuring that all deck crew are conversant with the locations of the life-saving apparatus and fire-fighting apparatus and understand their correct operation.
  • Keeping stock of deck stores, spares, and ensuring that they are sufficient for the efficient operation and maintenance of the vessel’s hull, structure, cargo holds/tanks, deck equipment, deck machinery, and fittings.
  • Maintaining and upkeeping all drills records, deck maintenance records, and other vessel documents.
  • In charge of all ISM documentation onboard.
  • Assisting the Master to prepare and maintain the vessel for any oil major’s inspections and Class surveys.
  • Carrying out the terminal and ship safety checklist physically and diligently prior to the commencement of cargo operations.
  • In charge of tank cleaning operations.
  • Checking and ensuring the pump room floor is cleaned and dry prior to loading at oil terminals.
  • Conducting regular deck rounds and pump room checks during cargo operations.
  • In charge of entries in the Deck Logbook and Oil Record Book Part 2.
