About the position:
The Human Resources and Governance Manager will lead the team of Data, HR, Payroll, Quality Management, and WHS services within the overall Corporate Services Department. This role is responsible for the provision of advice and support to both management and the broader staff group with a focus on developing and sustaining safe and positive workplace practices and culture. The role will also lead ongoing development and maintenance of systems such as Quality management, WHS, and Learning, whilst overseeing the HR and Payroll systems
Job Description
Joining a values-driven, supportive and inclusive leadership team, you will have:
- Maintain oversight of and have a lead role in supporting Audit, Risk management and compliance activities across the organisation
- In collaboration with the Senior Leadership team, maintain the organisations risk management and governance registers to ensure accurate data analysis and trend reporting
- Deliver management advice, consultancy, and support services, to Centacare NQ in line with organisational mission and values on a wide range of complex quality audit, WHS, HR/IR and change management matters.
- Maintain knowledge and understanding of current audit management practices, policies, and legislation, including their timely and accurate application to organisation providers and systems.
- Oversight of the preparation and analysis of data reports in response to management requests and ensure funding provider activities are consistent with required data / audit needs.
- Identify, recommend and lead implementation of activities and measures to improve existing quality and WHS systems and business process functionalities.
- Maintain relationships with internal and external stakeholders to proactively identify and manage emerging needs, risks and needs within the workplace and broader service context.
- Provide periodic feedback to the Senior Leadership Team members about identified organisational issues, trends, and gaps.
- Maintain a hands-on approach to the teams work functions ensuring business continuity during periods of staff leave.
- Participate and contribute to business development activities including funding submissions, aimed at increasing service delivery options for customers and clients of Centacare NQ.
- A commitment to the mission and procedures of Centacare NQ, including organisational goals.
- Ensure all duties and functions of the role are carried out within a continuous improvement framework.
- Participate and contribute to line management meetings, supervision, team meetings and staff days as required

Desired Skills and Experience
To be successful in this role you will have:
- Relevant degree level qualification with extensive relevant experience or an equivalent combination of relevant qualifications, expertise, and experience.
- Significant experience across quality and safety functions with particular expertise in interpreting and applying relevant legislation, developing compliant policies and procedures, and resolving complex issues.
- Exceptional interpersonal and communication skills, including developing and maintaining strong professional working relationships with internal and external stakeholders.
- Highly developed consultation and negotiation skills with a proven capacity to provide authoritative advice while maintaining credible relationships at all levels.
- Supervisory or management experience in driving values-based approaches to team functioning, cultivating a focus on service excellence, and a positive team environment.
- Ability to develop clear operational planning that reflects the organisation\’s mission, values and strategic objectives.
- Current open driver licence.
- Current, and ability to retain, both a Working with Children Blue Card check and a NDIS Disability Worker Screening.
Desirable:
- Post-graduate studies.
- Experience in HR, Payroll Processing, and/or Payroll System Implementation.
- Relevant experience in Community Services and/or Faith-based environments.
- Experience with ELMO or similar HRIS system
