A leading building services and compliance provider is seeking an experienced Operations Manager to take full ownership of a major long-term M&E programme spanning fire safety, security & communications, and electrical building services across a large residential portfolio in London and the Home Counties. This is a senior leadership position with full operational, commercial and compliance accountability.
You will lead a multi-disciplinary team of Contract Managers, Supervisors, Engineers and Administrators, ensuring exceptional service delivery, statutory compliance and strong financial performance across a flagship contract. The Operations Manager Role:
- Lead end-to-end operational, commercial and compliance delivery across a major M&E services programme.
- Oversee mobilisation and governance of a long-term partnership contract, including systems integration and community investment planning.
- Manage and develop Contract Managers, Supervisors, Engineers and support staff, fostering a high-performance, values-driven culture.
- Own the full P&L: budgeting, forecasting, GP% management, WIP-to-cash conversion and subcontractor oversight.
- Ensure 100% statutory compliance across fire safety, security, electrical and building services.
- Act as Principal Contractor under CDM 2015, including RAMS approval, CPPs and incident reporting.
- Govern subcontractors through pre-qualification, back-to-back obligations, audits and performance reviews.
- Provide monthly reporting to senior leadership, covering KPIs, SLAs, financials, risks and pipeline.
- Drive resident satisfaction, complaint resolution and first-time-fix performance.
- Oversee project governance including tender review, pricing assurance, programme management and final accounts.
- Collaborate with the wider Operations leadership team to share best practice and ensure a consistent operating model.
- Identify continuous improvement and additional revenue opportunities throughout the contract lifecycle.
Essential Requirements for Operations Manager:
- Proven multi-disciplinary M&E contract management experience across fire safety, security and electrical compliance.
- Experience working with local authorities, housing associations, or other regulated public-sector estates.
- Strong commercial acumen with P&L ownership of portfolios around £5m+.
- A track record of delivering KPI/SLA performance, compliance and operational excellence.
Desirables for Operations Manager:
- Knowledge of SFG20, BS 7671, BS 5839, BS 5266, Fire Safety Order 2005, CDM 2015 and the Building Safety Act.
- SMSTS, IOSH Managing Safely or NEBOSH certification.
- HNC/HND or degree in Building Services, Electrical Engineering or similar.
- Experience mobilising long-term contracts, including TUPE and IT/API integration.
- Familiarity with alliance-based or open-book contract models.
