The predicted salary is between 11 - 17 £ per hour.

The primary purpose of this position is to serve as a budget analyst in the installation’s budget office. You will perform budget formulation work involving review and preparation of annual funding needs for one or more future budget years for assigned, relatively stable organizations, activities, and/or accounts, executing and administering work involving the monitoring of obligations incurred and the actual expenditures of funds. In addition, you will provide advice, assistance, and guidance on budgeting and related information and conduct analyses, reviews, and special studies of budgeting or related information for assigned programs using automated budgetary systems. This is a developmental position with a Target Grade S-11.

Responsibilities:

  • Perform budget formulation work involving review and preparation of annual funding needs for one or more future budget years for assigned, relatively stable organizations, activities, and/or accounts.
  • Monitor obligations incurred and actual expenditures of funds.
  • Provide advice, assistance, and guidance on budgeting and related information.
  • Conduct analyses, reviews, and special studies of budgeting or related information for assigned programs using automated budgetary systems.

Qualifications:

Minimum qualification requirement is one full year of graduate level education in a related field, or one year’s specialized experience as per the required key skills.

Key Skills:

  • Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget to support the mission, structure, goals, work processes, and programs of support activities/organizations.
  • Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
  • Skill in gathering, assembling, and analyzing sources of factual information, such as accounting reports, payroll records, work reports, or inventory and supply data.
  • Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds.
  • Ability to make oral presentations on the budget and conduct budget-related training to a variety of audiences.

Conditions of Employment:

You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations. You may be required to travel by military and/or civilian aircraft and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training. This position may also be coded as mission essential. You will be required to complete a 6-month probationary period. Hours of work: 37.5 hours weekly. Fixed schedule: Mon-Fri 0800-1630. Start & end times may be modified due to mission needs and in accordance with organization’s flexible working policies. Overtime may be required, and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent. You must be able to communicate effectively both orally and in writing. You must obtain and maintain the appropriate security clearance. Safeguards classified or sensitive budget-related information and/or files. You may be required to work overtime during fiscal year end operations (September), but this is not guaranteed. Annual leave may not be approved during this period. The Local National Direct Hire (LNDH) Program does not participate in regular drug testing; however, positions covered by this document may be subject to drug testing upon reasonable suspicion of substance abuse, and safety mishap or accident testing. In accordance with the Ethics in Government Act, 1978, you are required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually thereafter.

NOTE: You will require a security clearance and a right to work in the UK. Additional Notes: This position may have certain restrictions to US citizens including US dual nationals due to the Status of Forces Agreement.
