FCLP Carbon Markets Senior Officer

The Secretariat currently consists of a central core team of officials assigned by Member governments, with additional expertise drafted to provide specialist thematic and professional advice.

UNOPS DSIP has been requested to support The Forest & Climate Leaders’ Partnership (FCLP). This is a hosted entity. The Forest & Climate Leaders’ Partnership (FCLP) was launched by world leaders at COP27 and aims to accelerate global progress to halt and reverse forest loss and land degradation by 2030 while delivering sustainable development and promoting an inclusive rural transformation, through a voluntary and focused partnership of countries that are making a strong contribution to this agenda through national action and international collaboration.

The importance of the target in the Glasgow Leaders Declaration on Forests and Land Use of halting and reversing forest loss by 2030 has now been emphasized by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement in the outcome of the first global stocktake under the Paris Agreement.

To achieve its mission the FCLP members intend to:

• Maintain high-level political attention on forests and climate;
• Provide their combined political support to accelerate and scale implementation of a prioritized number of Policy Action Areas;
• Support implementation of the participating countries' self-determined national goals and encourage all countries to be even more ambitious over time;
• Demonstrate impact and be answerable for commitments made.

The FCLP Secretariat is recruiting a Carbon Markets Senior Officer to support implementation of activities in coordination with co-leads.

Under the supervision of FCLP Deputy Director, Policy, the FCLP Carbon Markets Senior Officer will assist the co-leads (Ghana, Paraguay, UK) to:

• Coordinate workplans and deliver the 2026 policy objectives, with particular focus on preparations for the FCLP intervention at London Climate Action Week.
• Coordinate the planning, preparation and delivery of FCLP outputs and events linked to London Climate Action Week, including stakeholder engagement, briefing materials and logistical coordination.
• Project manage the delivery of 6 agreed outputs as agreed with the FCLP working group.
• Provide administrative support to the JREDD+ Coalition Coordination Group.
• Maintain regular engagement with FCLP co-leads and members to support participation in priority activities, including ensuring alignment of messaging and contributions for London Climate Action Week.
• Develop and own project management documents, including support in planning, tracking and reporting on delivery.
• Support governance processes and day to day operational management.
• Develop relationships with external stakeholders, primarily those leading complementary/similar initiatives, who will attend London Climate Action Week.
• As a core member of the FCLP Secretariat, the Senior Officer will attend weekly FCLP meetings and support cross-cutting FCLP events as needed.

An advanced university degree (Master’s degree or equivalent) preferably in environmental studies, international relations, political or business administration and/or other relevant fields with two (2) years of relevant experience is required. OR A Bachelor’s degree (or equivalent) preferably in environmental studies, international relations, political or business administration and/or other relevant fields with four (4) years of relevant experience.

Relevant experience is considered as experience in project management and delivering high level policy and political objectives involving forest carbon markets across multilateral engagements. Demonstrated experience working with tropical forest governments and through international programmes is required. Past experience working at the London Climate Action Week is required. Excellent written and oral communication skills are essential.

Desired experience includes working with tropical forest governments to deliver REDD+ outcomes and leading government or multi-stakeholder processes.
