Highland Hospital is seeking a Program Administrator for its Highland Family Medicine Group.

Summary

Functions as the Program/Department Administrator for Family Medicine Center/Highland Hospital and Academic Department of Family Medicine/University of Rochester. The position will be responsible for directing strategic business components and staff management for both Highland and University of Rochester. Oversight of all divisions of the Department of Family Medicine – Clinical/Education/Research.

Essential Job Functions

  • Maintains responsibility for the coordination of inpatient and outpatient administrative activities within a major and complex program and facilitates the provision of non-direct patient care services.
  • In conjunction with the Sr. Director coordinates all budgets for the programs.
  • Maintains liaison with various Hospital and University ancillary and support services.
  • Coordinates with the Sr. Director on the development of timely and meaningful financial and information systems for the Department.
  • Ensures that data collection for these systems is done in an accurate and timely fashion.
  • During planning processes, serves in a contributory role in the identification of service needs, goals, objectives and resource requirements.
  • Serves in a facilitative role in the development phase of any new or revised service activity and participates in the evaluation of the performance of the program.
  • Plans and directs administrative support for department activities to provide efficient and effective management of resources (people, space, supplies and equipment).
  • Facilitates the development of new and/or expanded services.
  • Assists in overall hospital program planning and evaluation of program effectiveness.
  • Supervises inpatient administration and coordinates component administrative staff responsibility as they relate to program management and personnel administration.
  • Establishes internal program policies and procedures.
  • Ensures compliance with University Personnel Policies.
  • Assists the Department Chair, Residency Director, Medical Director, Sr. Director and the Management Team by informing and advising them on administrative and fiscal activities.
  • Represents as appropriate, the department and/or the Hospital in Medical Center and community activities.
  • Maintains liaison with other departments of the Medical Center for general information purposes, interdepartmental planning and administrative problem resolution.
  • Chairs interdepartmental ancillary and support service committees.
  • Maintains responsibility for the timely and accurate reporting to external agencies.
  • Participates in the development of policies and procedures.
  • Ensures completion of surveys, audits and reports.
  • Participates in Quality Assurance.
  • Provides leadership and direction for the delivery of exceptional health services throughout the continuum of care.
  • Devise plans on delivering quality health care services in cost-effective and equitable ways.
  • Evaluate the training needs of staff and ensures relevant and appropriate training is provided.
  • Work to develop effectiveness and quality in delivering healthcare services.
  • Implement health care policies and procedures.
  • Identifies opportunities and collaborates with Marketing related to departmental initiatives for program growth.
  • Formulates reports to NYS and national committees for quality reporting.
  • Ensures integration of new clinicians and staff, including URMC faculty members.
  • In conjunction with the Sr. Director, develops strategic business plans to meet strategic goals.
  • Monitors department’s staffing and processes for areas of improvement.
  • Develops and maintains online presence that facilitates ease of practice for the department and enrollment to Family Medicine.
  • Partners with the Lead NP on issues relating to the Nurse Practitioners.
  • Reviews and approves schedule and template changes.
  • Meets monthly with the NP lead and the NP group to address any concerns.
  • Reviews productivity reports with the NP Lead and the individual Nurse Practitioners.

Operations

  • Supervise Clinical Manager and Operations Manager.
  • Maintain patient relations.
  • Ensure access for patients and appropriate panel size for clinical FTEs.
  • Plans and facilitates for space allocation and management.
  • Supervises and reports throughput for front end process development.

Education/Residency

  • Supervise Education Administrator.
  • Oversees all administrative operations and activities for the Family Medicine Residency program.
  • Ensure compliance with regulatory agencies including ACGME, RRC and ABFM.
  • Participate in the CORE teaching in regards to administration and budgets.
  • Support of the FM fellowships, medical students’ programs, and NP residency.

Research

  • Supervise Research Administrator.
  • Oversees all administrative operations/finances/personnel and other activities for the Research Program.
  • Assist in the grant submission/reporting/budgeting process.
  • Ensure compliance with regulatory agencies.
  • Participates in the strategic planning process.

Salary Range

$90,000 - $127,000 annually. The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Job Requirements

  • Education: Bachelor’s degree in healthcare, or business required. Master’s or advanced degree desired.
  • Experience: Minimum of 5 years of experience within a medical/surgical office, or hospital.
  • License/Certification: Certification in Medical Office Management preferred.
  • Skills: Current working knowledge of hospital systems, Mastery of MS, Excel, PowerPoint; Must have exceptional leadership skills and be self-directed; Must be team and goal oriented; have excellent time management and prioritisation skills; Must have an understanding of health care accounting and billing procedures; EPIC training and experience strongly preferred; Willingness to take on new projects readily.
