Overview
The Deputy Managing Director (DMD) of Technology will oversee the technological infrastructure and strategic platform architecture within the Digital Solutions department.
- The DMD is responsible for the day-to-day operations of digital health technology services, and will manage solution engineering, data design, testing, and integration while ensuring alignment with operations and information security protocols.
- The role has responsibilities, as assigned by the MD, in the following areas: strategy, finance, human resources, portfolio and project management, asset and vendor management and compliance with state and federal privacy and security laws.
- This role is responsible for coordinating with internal and external partners, including UMass Chan IT and Infosec, as well as managing relationships with development partners as appropriate.
Responsibilities
Technology Management & Support: Lead and support the management of the department’s technology infrastructure, ensuring all systems function optimally and align with organizational goals. Provide strategic guidance for technological improvements and innovations.
Architecture & Platform Strategy: Oversee the development and implementation of architecture and platform strategies to support current and future needs. Ensure that all solutions are scalable, sustainable, and compliant with industry best practices.
Solution Engineering: Drive the design and engineering of technical solutions, working closely with internal teams to ensure all systems are designed effectively, meet business requirements, and are delivered within set timelines.
Testing & Quality Assurance: Oversee testing procedures for all new and existing solutions to ensure quality, security, and functionality. Implement best practices for rigorous testing and ensure any issues are identified and resolved before deployment. Develop a plan to ensure user testing is incorporated in all new solutions or modifications to current systems. Ensure user acceptance and satisfaction.
Data Design & Management: Manage the design and governance of data systems, ensuring data integrity, security, and accessibility. This includes overseeing data storage, retrieval, and processing systems to meet organizational requirements.
Information Security: Partner with ForHealth Consulting Information Security Officer, Digital Solutions and UMass Chan IT and Information Security teams to ensure alignment on technical strategies, cybersecurity protocols, and compliance with institutional policies.
Operations Coordination: Collaborate with the MD Digital Solutions and DMD Operations to ensure technology and operational goals are aligned. Provide support and input on operational improvements and technology integrations that enhance the organization’s functionality and effectiveness.
Selection & Management of Development Partners: Identify, select, and manage relationships with external development partners. Ensure that all partner activities align with the department’s technology goals and standards and oversee the delivery of projects on time and within scope.
Project Management: Oversee multiple concurrent technology projects, from design to implementation, ensuring that timelines, budgets, and technical specifications are met. Work with cross-functional teams to ensure smooth project execution and communication. Coordinate and lead projects from inception to completion, ensuring that they are delivered on time and within scope. This includes managing resources, timelines, and stakeholder expectations throughout the project lifecycle.
Policy Development & Compliance: Develop and enforce policies and procedures related to technology use, security, and data management. Ensure all systems adhere to regulatory requirements and best practices.
Leadership & Staff Development: Lead and mentor technology staff, fostering a collaborative and innovative environment. Conduct performance evaluations and foster a collaborative work environment. Ensure the DS technology team is comprised of subject matter expertise to support the day-to-day and strategic needs of the department and organization.
Client Relationship Management: The DMD is the DS technology leader who is the SME responsible for relationship management with the business units and leaders and, when requested, external clients on topics specific to technology infrastructure and requirements. The DMD Tech is responsible for ensuring the team’s prompt response to requests, achievement of service level agreements, implementation of service recovery model, and mentoring of tech staff as required.
Reporting and Communication: Provide regular updates to MD Digital Solutions and, as requested, senior leadership regarding the status of ongoing technology projects ensuring transparency and accountability.
Qualifications
- A bachelor’s degree in computer science, information technology or related discipline. Master’s degree preferred in related discipline.
- Significant experience in progressive IT leadership roles is crucial, including 10 years of experience overseeing IT technology, infrastructure and technology projects and leading teams in a highly matrixed organization. Must have a proven track record of successful management of large and complex projects. Familiarity with information security and privacy regulations and program oversight, project management and client satisfaction are preferred.
