The University of Glasgow (UofG) and University of Edinburgh (UofE), together with other partners, have a new vision for health research in Scotland. Our aim is to bring the best biomedical and health researchers together to tackle those life-threatening and debilitating chronic diseases that blight the health of our population. The Scottish Health and Biomedical Institute (SHBI) is set to become a landmark initiative in UK health science - uniting Scotland’s leading biomedical research institutions to tackle chronic disease, reduce health inequalities and drive economic growth through innovation. It will be a new entity of extraordinary ambition and signals Scotland’s confidence and ability to deliver global solutions in life science and medical research.

To support the delivery of SHBI, the Scottish Funding Council (SFC) have provided funding for the development of the operational framework and governance model that will underpin this network, enabling a "once for Scotland" approach to health research, extending beyond the core partners to include others across the sector.

Job Purpose

The SHBI Project Manager will play a pivotal role in fostering and managing the relationships between the founding partners and support the engagement of the wider partner network of Scottish universities over the next 12-18 months. This is a key delivery role contributing to realising the founding partner’s ambitions for SHBI, including determining how SHBI will be constituted to deliver for Scotland and developing an operational framework that will support seamless working across partners. The post will report directly to the Director of Professional Services for the University of Glasgow’s College of Medical, Veterinary & Life Sciences and will line manage the SHBI administrator. They will work closely with senior academic and professional service colleagues from across the core University partners.

Main Duties and Responsibilities

  • Identify, engage, and cultivate relationships with key stakeholders across SHBI academic partners, industry, funders and the NHS to foster collaboration to support and deliver the ambitions of SHBI.
  • Play a key role to provide leadership and advice to SHBI management, including senior academic and professional service leaders in both founding partners, identifying opportunities to broaden or deepen engagement, for mutual benefit, and monitoring the impact for SHBI.
  • Plan, develop and deliver the work packages required to realise the ambitions of the SFC programme in terms of partnership development and governance.
  • Proactively develop and lead the successful delivery of a series of workshops and discussions to facilitate shared ways of working between the partners.
  • Act as interface between the legal, financial and governance teams at the partner institutions to ensure that appropriate legal agreements can be developed that adhere to regulatory, ethical and legal frameworks but streamline and accelerate collaboration between partners.
  • Provide strategic input to and/or co-ordinate high-value bids for research and innovation funding including drafting proposals involving complex subject matters or funding options which may lead to regional, national or global funding opportunities.
  • Develop business cases and proposals for partnership initiatives to ensure financial sustainability and resource allocation.
  • Provide leadership on the coordination and delivery of partnership projects, ensuring timelines, deliverables and outcomes are met within agreed budgets.
  • Lead, influence and collaborate with colleagues to develop and enhance marketing activities promoting the SHBI capabilities, achievements and successes to governments, industry, potential funders and other relevant stakeholders.
  • Provide regular insight, high level analysis and reporting to senior management, outlining progress against strategy and to assist in strategic decision-making.
  • Lead on the development of financial and progress reporting to SFC, including collating and interpreting information from partner organisations as required.

Knowledge, Qualifications, Skills and Experience

Knowledge/Qualifications

Essential:

  • A1. Scottish Credit Qualification Framework level 9, 10, 11. Ordinary/Honours Degree in a relevant discipline or substantial vocational and relevant experience demonstrating management skills and knowledge in an appropriate professional / specialist area.
  • A2. Proven ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and management skills in a similar or number of different specialist roles.
  • A3. Familiarity with the regulatory, ethical and legal frameworks governing clinical research and healthcare innovation.

Desirable:

  • B1. Knowledge of intellectual property, legal matters and risks relevant to university-industry collaborations.
  • B2. Awareness of mechanisms to support industrial-academic collaboration, including the research and innovation funding landscape, and experience converting proposals into funded programmes or projects.

Essential:

  • C1. Significant proven ability to develop and maintain relations with existing partners / stakeholders at a senior level and to identify and target new collaborators/ partners.
  • C2. Tact and diplomacy when dealing with sensitive and confidential information, and ability to work well under pressure.
  • C3. Proven ability to negotiate contracts to a successful solution.
  • C4. Dynamic and creative ability to spot, create and seize development opportunities and realise these through to workable solutions.
  • C5. Strategic thinker with the ability to plan long term strategic priorities whilst managing short term operational pressures.
  • C6. Excellent organisational skills, project management and reporting ability.
  • C7. Excellent oral and written communication skills with an ability to research and write reports, briefings and presentations for a variety of audiences and to draft funding bid proposals and edit strategic documents.
  • C8. Excellent IT skills and competency in desktop applications including Microsoft Word, Excel and Outlook as well as database software and the Internet.

Experience

Essential:

  • E1. Significant experience of developing strong strategic relationships with external partners and converting these into value-adding deliverables (project, product, service, other).
  • E2. Proven track record of influencing and negotiating at senior levels in the public and/or private sector towards the successful delivery of organisational objectives.
  • E3. Experience of working in a complex technical or innovative environment.
  • E4. Project Management experience, ensuring delivery of outputs of the project, (to the appropriate levels of quality, are on time and within budget and in accordance with the project plan).

Terms and Conditions

Salary will be Grade 8, £50,253 - £58,225 per annum. This post is full time, and has funding up to 31 October 2028. The University of Glasgow has a responsibility to ensure that all employees are eligible to live and work in the UK.
