At Universal Care Services, we’re looking for a Registered Manager to lead our local service, driving quality, compliance, people development, and sustainable growth.

The Role (What you’ll be responsible for)

  • Provide overall leadership for the service.
  • Cover operational management, quality and compliance, people management, and performance.
  • Ensure the service is run in line with CQC expectations, legislation, and best practice.
  • Develop the service and maintain strong relationships with stakeholders.

You will:

  • Lead the day‑to‑day running of the service, ensuring safe, effective, person‑centred care.
  • Build and sustain a positive, inclusive, high‑performing culture.
  • Manage budgets and operate within agreed financial parameters.
  • Recruit, develop, supervise and retain a strong staff team, reducing reliance on agency cover.
  • Oversee quality assurance, audits, incident learning, and continuous improvement.
  • Support the marketing and growth of the service—promoting our services at agreed prices.
  • Maintain robust governance and inspection readiness, including staff/employment evidence requirements that support CQC compliance expectations.

Working Hours Nominally 40 hours per week, with flexibility required to meet service needs. You’ll take part in an on‑call rota and may need to work additional hours for effective service delivery.

Contract: Full‑time

Salary: £32,000 – £34,000 (DOE) + on‑call allowance

Base: Walsall (travel across surrounding areas may be required)

What You’ll Do (Key duties)

  • Leadership & Service Management: Lead the service to meet agreed standards, objectives, and quality outcomes. Create and uphold an open, positive and inclusive culture. Maintain strong working relationships with Senior Management and key partners. Organise and implement policies/procedures in line with the QCS Care Quality Management System.
  • People & Workforce: Recruit, select, and retain staff within agreed budgets. Oversee induction and role development, coaching and performance management. Build effective rotas that meet statutory requirements and service user needs. Promote professional development, resolve conflict well, and maintain a culture of performance.
  • Quality, Compliance & Governance: Ensure the service meets legislative and regulatory requirements and is always inspection‑ready. Implement and maintain quality assurance systems, audits, and action plans. Monitor health & safety across office and field operations. Minimise risk through clear documentation, safe systems, and strong oversight.
  • Care & Outcomes: Set and maintain high standards of care and practice. Ensure service user rights are protected and care planning is effective and reviewed. Work with multi‑disciplinary professionals to support best outcomes.
  • Growth & Marketing: Support local marketing activity and relationship building. Promote and sell services at agreed pricing, sustaining growth responsibly.

Who We’re Looking For

  • CQC‑ready leadership experience (home care/domiciliary preferred; other regulated settings considered).
  • Strong working knowledge of CQC standards/KLOEs, safeguarding, risk management, and governance expectations.
  • Confident people manager - able to recruit, retain, develop and lead teams to a high standard.
  • Commercial and operational confidence (budgeting, performance, compliance and service improvement).
  • Qualification: NVQ Level 5 (or equivalent) in leadership/management for adult care or working towards.
  • Excellent communication, organisation, and decision‑making skills.
  • Right to work in the UK (essential).
  • Desirable: Experience leading a service through CQC inspection.
