Job Purpose
To develop, maintain and manage projects within the operational base capital programme, ensuring that outputs are delivered within time, cost and quality constraints whilst utilising industry best practice. This could cover water, wastewater, network, bioresources, energy and environmental assets to Time, Cost and Quality targets as well as stakeholder commitments either by direct delivery through operational interventions or indirectly through other areas of the business e.g. Capital Delivery, Managed Service Providers (MSP).
The role will be key to the Companies County Model approach and will establish the delivery relationship within the appointed County: Cumbria, Lancashire, Merseyside, Manchester or Cheshire as well as regional operational areas e.g. energy.
A key role in the delivery and management of multiple projects within the operational base capital Programme. Projects will either align to the Company County Model or be regional in nature.
Accountabilities & Responsibilities
- Maintain knowledge of regulatory and legal requirements relevant to the role. Support and promote compliance with those requirements within the role and the business.
- Work with the sponsor, stakeholders and project team in the preparation and presentation of project business case(s).
- To define, plan, direct and deliver the agreed projects to time, cost and quality objectives.
- Ensure projects are managed and delivered according to governance standards, applying recognised UU project planning techniques and methodologies to ensure consistency of approach across the business.
- Produce project budgets and financial forecasts. Monitor and review project costs, prioritise spend and activity to ensure maximum efficiency and value for money. Early identification of overspends and act to hold the original budget.
- Monitor, maintain and track project delivery. Identify deviation from the baseline project plan and act to keep the project on track to deliver, proactively communicating to enable mitigation and prioritisation of activity to avoid the missing of key dates.
- Identify and proactively manage project risks, issues and dependencies, ensuring that they have been recorded adequately and in line with UU standards, have owners assigned and mitigating actions in place, with timely escalation.
- To support change and ensuring that the appropriate governance processes are followed.

- Lead effective stakeholder management.
- Establish a clear risk allocation process and ensure that all risks and change is actively managed across the programme lifecycle.
- Ensure all Construction, Design and Management (CDM) duties are discharged effectively.
- Experience and good understanding of operating in a highly regulated, customer focused business.
- Resilience, flexibility and adaptability to address challenges and changing circumstances beyond direct control.
- Track record of delivering high volume programmes of work to time, cost and quality (TCQi).
- Ability to work with various teams across the business and the capability to influence across and upwards.
- Experience and knowledge of the Water Industry.
Technical Skills & Experience
- Solid financial and analytical skills.
- Well-developed interpersonal and communication skills, the ability to inspire, influence and successfully deliver targets through others is an essential requirement for the role.
- Flexibility and adaptability to be able to respond rapidly to unexpected events, having the ability to develop creative solutions to problems.
- An interest and awareness of wider business issues.
- Resilience and ability to cope with pressure and demands of a significant delivery role.
- Sound commercial experience, ideally through the successful management of contracts with third party service providers or operating agreements with internal suppliers.
- Demonstrable experience of successful collaborative relationships to achieve objectives.
- Strong customer service orientation to be able to deal with a demanding customer expectations.
- Ideally a member of the Association of Project Management, or the post holder will be expected to attain this status within a reasonable timescale and supported by the Company.
