Join United Utilities as a Programme Manager driving the future of water and wastewater treatment regulation!
Are you ready to play a pivotal role in shaping the future of water and wastewater services across the North West? We’re looking for an exceptional Programme Manager to lead the delivery of high-impact, strategic regulatory programmes that will directly influence our 5-year investment plan known as PR29 (price review) in the water sector. You will have the opportunity to get involved with crucial price review processes in line with regulatory requirements.
In this role, you won’t just manage projects you’ll be the driving force connecting vital initiatives such as drought and drainage water management plans into powerful, cohesive programmes that ensures our regulatory commitments are industry leading.
You will:
- Take ownership of key components within our Water or Wastewater regulatory programmes on behalf of the Head of Programme Management.
- Lead the creation of detailed regulatory plans that guide multibillion-pound investments, ensuring full compliance with evolving regulatory standards.
- Navigate complex regulatory environments with confidence, bringing your experience from sectors such as water, nuclear, energy, or telecoms to the table.
- Bring investigative flair, strategic thinking, and influence to the role not just managing projects but shaping outcomes.

Accountabilities & Responsibilities
- Responsible for project and programme management on strategic regulatory projects including cyclical projects such as Drought Plan, WRMP, DWMP, WINEP, DWI and Price Review.
- To support the planning and design of the programme and proactively monitor its progress, resolving issues and initiating appropriate corrective action.
- On-board and oversee the programme team, ensuring clarity of direction and outcomes. To facilitate the appointment of individuals to project teams.
- Oversee the integrated programme plan and RAID, working closely with workstream delivery leads and other United Utilities programmes to build our understanding of interdependencies and ensure joined up thinking.
- Support he definition of the programme's governance arrangements and ensure key stakeholders are kept informed and key decision are being made in a timely fashion.
Technical Skills & Experience
- Extensive experience of delivering regulatory programmes
- Demonstrable track record of delivering fixed deadline programmes through the full project life cycle including resource management, external assurance, and executive reporting.
- Well-developed and refined leadership skills with an ability to make decisions and motivate teams to perform to tight deadlines.
- Considerable experience of communicating complex delivery activities and schedules to subject matter experts, and senior leaders.
- Understanding of data tables, and their usage in regulatory submissions.
Qualifications
Essential Qualifications
- Project Management Degree or considerable evidence of relevant experience.
- A member of the Association of Project Management, Prince2 or equivalent professional body
