Job Purpose
Provide technical and engineering support to Network and Capital Delivery projects, including construction management for the delivery of regional programmes and the resolution of complex construction issues. The role ensures projects are delivered safely, efficiently and to the highest standards, promoting world-class health and safety performance, excellent customer satisfaction, quality and compliant outputs, effective benefit monitoring and reporting, and efficient project delivery. The postholder will also provide technical advice and support for all Network and Capital Delivery construction activity on the water network, working as part of a flexible regional team aligned to the investment portfolio across the region. The role will be key to the Companies County Model approach and will establish the delivery relationship within the appointed County: Cumbria, Lancashire, Merseyside, Manchester or Cheshire as well as regional operational areas e.g. energy.
Accountabilities & Responsibilities
- Attend scheduled commercial sign off meetings to agree that construction matched our design brief.
- Provide 3rd party liaison for the Network, Treatment, Bioresources and Energy Projects with Local Authorities, Highways Agency and private landowners.
- Support the business with escalated customer complaints, including liaising directly with affected customers.
- Carry out site audits to ensure the highest standards of Health & Safety and Customer satisfaction.
- Provide technical advice on projects within portfolio.
- Responsible for the time, cost and quality of projects.
- Arranging handover of the sites from operations to the contractor and back to operations.
- To ensure that services (power, water & telecoms etc.) are secured and in place in line with the project schedule.
- Responsible for signing off for all ‘transmittals’ (request for extra costs, variations in design) in conjunction with the designer and Construction Partner.
- Organize any scheme final sign off and complete the Operational Handover Certificate (ATO10) as appropriate via a physical site walk over.
- Attend organized quarterly co‑ordination meetings with the UU North/South Highways Coordinators to promote up and coming schemes and react to feedback following construction on site.
- Support the UU Access and Acquisitions team with landowners to determine access and any costs associated with land entry/acquisition and provide updates to the commercial team and Project Controller.
Technical Skills & Experience
- Minimum of a HNC in an engineering or relevant technical discipline / experience.
- Technically competent and high degree of expertise in Street works practice and legislation
- Knowledge and experience of water network construction and operation
- CDM Client training
- Knowledge of highway reinstatement techniques and requirements
- Competent and qualified on water hygiene requirements - Desirable
- Good planning and organisational and problem-solving skills
- Able to manage projects and a programme of work through the water network programme
- Ability to work autonomously with minimum supervision and build a wide network of contacts and stakeholders
- High standard of verbal and written communication skills and the ability to negotiate on behalf of UU with external stakeholders
