Job Purpose

As a Quantity Surveyor you will lead and support one of several business-critical teams, managing a multitude of responsibilities. You will have the opportunity to manage a range of activities, including contract management, risk analysis, supplier collaboration and commercial operations, whilst ensuring value for money for our customers and our continued commitment to North West, England.

Accountabilities & Responsibilities

  • Lead the creation, assurance and governance of sourcing and procurement documentation, ensuring full commercial and regulatory compliance, including adherence to the Utilities Contracts Regulations 2016.
  • Drive procurement strategy implementation, advising stakeholders on contractual matters, commercial risk, and cross-business impacts while managing competing priorities.
  • Act as the primary commercial contact for the category, providing expert guidance, resolving queries, and escalating issues to the Managing Quantity Surveyor when required.
  • Oversee end-to-end tendering activity, including scope review, preparation of contract data, tender issuance, bid management, evaluation, BAFO, and award recommendations.
  • Provide subject-matter expertise on commercial strategy, risk mitigation, claims management, and negotiation of commercial terms.
  • Foster collaborative working across operational teams, the wider commercial directorate, and regulatory procurement to ensure compliant, effective procurement delivery.
  • Lead supplier and contract relationship management, ensuring robust pre-contract processes, effective contract administration, and protection of the organisation’s commercial position, including liaison with legal advisors.
  • Manage procurement of clustered packages and one-off works contracts using appropriate procurement strategies, influencing contractors, suppliers, and internal stakeholders to uphold professional supply chain standards.

Technical Skills & Experience

  • Quantity Surveying degree or equivalent; alternatively sufficient relevant experience to support the requirements of the RICS Professional Experience Route
  • Ability to effectively communicate with internal and external stakeholders
  • Commercial negotiation and resolution skills
  • Knowledge and experience in the use of a broad range of standard forms of contract (preferably including NEC suite of contracts).
  • Experience of tendering of construction projects
  • Working knowledge of Regulated procurement and contract law

Qualifications
