Join United Utilities as a Technical Officer Spill and Flow and play a key role in protecting our wastewater network and the environment. This is a permanent Blackburn based role where you will lead the monitoring and optimisation of flow and spill performance across a defined area, ensuring assets operate efficiently, safely, and in full regulatory compliance.
You will work within a friendly and supportive team of around ten engineers and technicians, alongside a wider network of experienced professionals including Network Asset Engineers, Technical Officers, and Controllers. This is a highly collaborative role where knowledge sharing is encouraged, and there is a strong team culture built on support and shared expertise.
Balancing time between the office and field, you will work across a range of non-infrastructure sites. You will need to be confident working both independently and as part of a team, using your initiative to manage priorities, solve problems, and deliver performance improvements in a fast paced operational environment.
Key Responsibilities- Take ownership of end to end performance management of spill and flow across a County, analysing operational data to identify issues, implement corrective actions, and elevate risks where required.
- Develop and deliver action plans that ensure compliance with regulatory obligations and internal performance targets, while contributing to site and area planning to optimise asset performance.
- Work collaboratively with Field Technical Officers, Hub Technical Officers, Process Controllers, Operators, Engineers, and Technicians, providing clear scientific, technical, and operational guidance to support asset performance.
- Identify operational challenges and asset needs relating to compliance, efficiency, availability, and safety, recommending effective solutions while reviewing workforce scheduling to drive performance improvements.
- Analyse, interpret, and communicate performance trends through clear reporting and insight to support informed decision making.
- Support the preparation of regulatory submissions and Environment Agency correspondence while leading the development and maintenance of quality assurance documentation.
- Monitor alarm management systems and identify optimisation opportunities, working in partnership with the Area Engineering Manager to maximise asset performance.
- Contribute to the development of risk registers, supporting the identification, prioritisation, and management of operational and strategic risks.
- Build understanding of new assets and processes while supporting the training and development of field teams to embed best practice and drive performance improvements.
- Strong analytical capability with the ability to interpret complex performance data relating to spill and flow assets and translate this into practical actions.
