UTA seeks a Senior Technical Program Manager to lead complex, cross-functional technology programs that support UTA’s rapidly evolving business. In this role, you will partner with senior stakeholders across Technology, Product, Finance, and Operations to deliver large-scale initiatives that drive efficiency, scale, and innovation across the agency. The ideal candidate brings deep program management expertise, strong technical fluency, and a proven ability to operate in ambiguity while influencing both engineering teams and executive leadership.

What You Will Do

  • Lead the end-to-end planning and execution of large-scale, multi-phase technology programs, ensuring alignment with strategic business goals and on-time delivery.
  • Partner with engineering, product, and business leaders to define scope, success criteria, and program roadmaps across multiple workstreams.
  • Establish and drive program governance, including status reporting, dependency and risk tracking, and stakeholder communication.
  • Proactively identify and resolve cross-team dependencies, ensuring accountability, alignment, and efficient decision-making across business units.
  • Translate complex technical concepts and trade-offs into clear business impacts and recommendations for non-technical stakeholders.
  • Anticipate, surface, and mitigate risks, escalating when needed while driving solutions independently and decisively.
  • Define, track, and communicate key program metrics to measure progress, velocity, quality, and outcomes.
  • Provide clear, executive-ready communication and reporting to senior and C-level stakeholders.
  • Roll up your sleeves when necessary—diving into technical details, clarifying requirements, and removing blockers to maintain momentum.

What You Will Need

  • Bachelor’s degree in Computer Science, Engineering, or a related field, or equivalent work experience.
  • 8+ years of experience in program or project management, including at least 4 years in a dedicated Technical Program Manager role.
  • Strong technical background with the ability to understand system architecture, data flows, integration patterns, and engineering trade-offs.
  • Proven track record delivering large, cross-functional initiatives in fast-paced, dynamic environments.
  • Demonstrated experience working closely with software engineering and product teams; familiarity with SDLC, Agile methodologies, and modern collaboration/tooling.
  • Excellent written and verbal communication skills, with the ability to influence and drive alignment at all levels of the organization, including executives.
  • Strong analytical and problem-solving skills, with comfort using data and metrics to inform decisions and prioritize work.
  • Bias for action and ownership; operates as a driver of outcomes rather than a coordinator of tasks.
  • Experience with cloud platforms (AWS, GCP, or Azure) and modern data systems (e.g., Snowflake, Databricks, Kafka).
  • Ability to present to executive audiences with clarity and confidence, tailoring the depth of technical detail to the audience.
  • Exposure to AI/ML or enterprise data initiatives is preferred.
  • Experience in media, entertainment, or similarly fast-moving industries is preferred.
