Summary

You will serve as a SUPPLY TECHNICIAN in the SUPPLY AND WAREHOUSE BRANCH (N00FM5), PROCUREMENT/CONTRACTING DIVISION (N00FM3), FINANCIAL MANAGEMENT OFFICE-COMPTROLLER (N00FM) of NCTAMSLANT NORVA.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

Duties

You will be responsible for maintaining the Command’s Regional Defense Property Accountability System (DPAS) database program.
You will manage and maintain the Command’s Defense Reutilization and Marketing Office (DRMO) program by screening excess property for transfer, maintaining appropriate files and supporting documentation.
You will prepare expenditure documents and surveys for material transferred, shipped, offloaded (excess), lost, destroyed or disposed of, and ensure proper maintenance of related expenditure invoice files and logs.
You will ensure all changes to manuals, file notices and instructions used for research and reference are completed and up to date.
You will receive incoming shipments arriving from commercial companies and examine items received, note overages, shortages, or any damage incurred in the shipment and prepare detailed reports.

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience utilizing supply regulations, policies, procedures, and instructions related to telecommunications and information technology equipment.
-Experience determining proper coding/classification of supply requisitions, lines of accounting, shipping orders and other documents used to order supplies.
-Experience creating and utilizing electronic spreadsheets and database programs.
-Experience researching supply data and recommending substitutions when required items are not available.
This position is within the Work Category TECHNICIAN & ADMIN SUPPORT at Work Level FULL PERFORMANCE, Series and Grade GG-2005-07.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, info cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ). A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.
PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
This position is in the excepted service and does not confer competitive status.
