General Engineer

Duties

• You will independently manage multiple projects and priorities in a dynamic operational environment.
• You will assess ship maintenance requirements and determine impacts to readiness and mission capability.
• You will collaborate effectively with military personnel, civilian employees, contractors, and senior leadership.
• You will identify trends, analyze data, and recommend improvements to maintenance processes and program effectiveness.
• You will exercise sound engineering judgment and make technically defensible recommendations.
• You will work aboard naval vessels, conduct ship checks, and support waterfront maintenance activities.
• You will present technical information to both technical and non-technical audiences.
• You will analyze complex engineering and maintenance problems and develop practical solutions.
• You will interpret engineering drawings, schematics, specifications, and technical documentation.
• You will project management, planning, scheduling, and execution of maintenance actions.
• You will conduct technical assessments, inspections, and readiness evaluations.
• You will prepare reports, briefings, technical correspondence, and recommendations for leadership.
• You will engineer software, maintenance tracking systems, and Microsoft Office applications.
• You will coordinate with ship’s force, Regional Maintenance Centers, shipyards, contractors, and waterfront stakeholders.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
• You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to successfully complete a pre-appointment physical examination.
• Incumbent will be required to perform shipboard assessments and will be onboard ships.
• May be required to ride Navy ships at sea.
• Shipboard assessment requires long periods of standing, stretching, walking, bending, stooping, crawling, crouching, climbing vertical ladders, and entering confined spaces.
• May be exposed to high temperatures, high winds, and high noise level areas during visits to Navy Ships or industrial sites.
• The incumbent may be exposed to flammable liquids, strong odors, fumes from paint, fuels, or chemicals used in the work processes.
• It is incumbent’s responsibility to transport oneself in an expeditious manner between job sites in the local area of incumbent's permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• You will be required to obtain and maintain a current valid United States driver’s license.
• You will be required to obtain and maintain a U.S. Passport.

Qualifications

• Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
• Specialized experience must demonstrate the following:
• Experience managing U.S. Navy surface ship maintenance programs, policies, and processes.
• Experience utilizing shipboard mechanical, electrical, auxiliary, propulsion, combat systems, and hull systems.
• Experience operating with Planned Maintenance System (PMS), Current Ship's Maintenance Project (CSMP), and maintenance planning processes.
• Experience conducting ship repair and modernization availabilities, including depot, intermediate, and organizational-level maintenance.
• Experience serving as an expert with engineering principles, standards, and practices applicable to naval vessels.
• Experience performing with Navy maintenance databases and information systems used to track maintenance actions and material readiness.
• Experience coordinating risk management principles and engineering problem-solving methodologies.
• Experience administering applicable Navy instructions, technical manuals, and engineering specifications governing ship maintenance.

Education

• Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
• A. Degree: Engineering. To be acceptable, the program must lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or include differential and integral calculus and courses in five of the following seven areas of engineering science or physics.
• B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering.
