You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMMANDER NAVAL SURFACE FORCE ATLANTIC (CNSL) ACCOUNTING DEPARTMENT of CNSL ACCOUNTING EAST.
Duties
- You will perform or advise on work in any of the phases or systems of budget administration such as formulation of budget and estimates to support plans, program activities, and present and defend budget estimates before authorities.
- You will review and evaluate budget requests, control and report obligations, expenditures, develop, determine and interpret budgetary policies and practices.
- You will analyze and recommend costs and benefits of alternative methods of financial management of the organization's programs and administrative operation.
- You will implement legal and regulatory controls over approved budgets, provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
- You will be a technical expert and advisor to the Commander Naval Surface Force Atlantic (CNSL), providing advice on travel claims and approving travel vouchers in Defense Travel System (DTS).
- You will provide financial statements, accounting reports, and other information of a factual nature reflecting the interrelationship between accounting, budgeting, and other management data.
- You will ensure all financial records are in balance, forecast and analysis of budgets and other financial information as required.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.
- New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
- Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
- You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level 1 Certified position per the National Defense Authorization Act (NDAA) 2012 Section 1599d.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience providing oversight of CNSL's Travel Program by ensuring that the program is executed in compliance with DoD Financial Management Regulations (FMR), Defense Travel Management Office (DTMO), Defense Travel System (DTS) and Joint Travel Regulations (JTR).
- Experience processing travel orders and claims, review/audit of claims and collection of debts/overpayments are accomplished timely and in accordance with established regulations.
- Experience providing oversight of the Government Travel Charge Card (GTCC) Program to CNSL and subordinate commands in accordance with governing instructions and timelines established by DoD Financial Management Regulations (FMR), Volume 9, DoD Instruction 5154.31, Volume 4, and NAVSUPINST 4650.7A.
- Experience providing various reports that indicate the status on travel invoices pending certification completion.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a Ph.D. or equivalent doctoral degree OR
- Successful completion of 3 full years of progressively higher-level graduate education leading to such a degree OR
- Possession of an LL.M., if related.
A transcript must be submitted with your application if qualifying using education.
