You will serve as a Facility Operations Specialist in the Administrative Work Center, Vault Operations Department of CMIO Norfolk.
Duties
- You will provide maintenance coordination for critical building systems, including elevators, centralized heating and air conditioning (HVAC), and fire alarm systems.
- You will ensure that roads and grounds are maintained and free of debris and damage.
- You will serve as the primary point of contact for all facility-related issues, receiving and reviewing work order requests for accuracy, prioritization, and potential contract or warranty support.
- You will provide quality assurance on behalf of command leadership by attending walk-throughs with NAVFAC Public Works contractors and maintenance personnel to oversee and validate corrective actions taken for work orders.
- You will maintain detailed records of actions taken and forward recommendations for additional actions or improvements as needed.
- You will plan the maintenance, replacement, budgeting, and accountability of all interior government property, including furniture and fixtures.
- You will serve as the Command Security Specialist, responsible to the Officer in Charge for the administration of security programs.
- You will implement local security procedures derived from NCMS, Naval Information Forces (NAVIFOR), and Secretary of the Navy (SECNAV) policies to ensure the physical protection of the command complex.
- You will administer the personnel security program using the Defense Information System for Security (DISS).
Requirements

- You will be required to obtain and maintain an interim and/or final Top-Secret security clearance prior to entrance on duty.

- This position may require travel from normal duty station to CONUS and may include remote or isolated sites.
- You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver’s license.
- This is a Mission Essential position.
Qualifications
- To qualify for a GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
- Specialized experience must demonstrate the following:
- Experience planning year-round operations and maintenance for complex installations (e.g., HVAC, fire alarms, elevators).
- Experience coordinating with NAVFAC and other commercial vendors, reviewing work orders, and validating contractor performance during walkthroughs.
- Experience handling utility issues (water, electrical), conducting zone inspections, and managing secured environments like vault areas.
- Experience administering security programs (Personnel, Information, Physical).
- Experience using the Defense Information System for Security (DISS) for tracking clearances and eligibility.
- Experience applying Department of Defense (DoD) and Navy-specific security policies (e.g., SECNAV, OPNAV).
Education
- In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a Ph.D. or equivalent doctoral degree OR Successful completion of 3 full years of progressively higher level graduate education leading to such a degree OR Possession of an LL.M., if related to this position being filled.
- A combination of experience and graduate education as described above that equates to one year of experience.
