Location: Affinity Water Contract (Various Sites)

Reporting To: Senior Quantity Surveyor

Role Purpose

The Quantity Surveyor will support the commercial delivery of water infrastructure projects under the Affinity Water contract, ensuring effective cost management, contract compliance, and value maximisation across schemes. The role involves working closely with operational teams to manage costs, mitigate risks, and drive commercial performance within a fast-paced utilities environment.

Key Responsibilities

  • Commercial Management
    • Manage project costs from inception through to final account.
    • Prepare, submit and agree applications for payment in line with contract requirements.
    • Monitor and control project budgets, forecasts, and cost value reconciliations (CVR).
  • Contract Administration
    • Administer contracts (typically NEC forms) ensuring compliance with terms and conditions.
    • Identify, notify, and manage compensation events/variations in accordance with contractual requirements.
    • Support dispute resolution and commercial negotiations where required.
  • Procurement & Supply Chain
    • Assist in procurement and management of subcontractors and suppliers.
    • Prepare subcontract documentation, scopes of work, and contractual agreements.
    • Evaluate subcontractor performance and manage payments, variations, and final accounts.
  • Cost Control & Reporting
    • Track project performance against budget and identify risks and opportunities.
    • Produce accurate monthly cost reports, forecasts, and financial summaries.
    • Contribute to financial planning and cash flow forecasting.
  • Stakeholder Management
    • Work collaboratively with project managers, engineers, and site teams.
    • Liaise with Affinity Water representatives and other stakeholders.
    • Build strong relationships to support successful project delivery.
  • Risk & Compliance
    • Identify commercial risks and implement mitigation strategies.
    • Ensure adherence to company governance, commercial procedures, and industry regulations.
    • Support audits and ensure documentation is maintained accurately.

Key Skills & Experience

  • Proven experience as a Quantity Surveyor, ideally within utilities or water infrastructure.
  • Knowledge of NEC contracts (NEC3/NEC4 preferred).
  • Strong understanding of cost management, forecasting, and reporting.
  • Experience working with frameworks or term service contracts (desirable).
  • Commercial awareness with excellent negotiation skills.
  • Proficient in Microsoft Excel and commercial systems.
  • Degree qualified (or equivalent) in Quantity Surveying or related discipline.
  • Membership or working towards RICS/CICES (desirable).
