The CNO is a member of UKNNLs Executive Leadership Team, focused on ensuring that UKNNLs strategy, operations and business change activities do not adversely impact nuclear, information and conventional safety and security, as well as ensuring that Nuclear Safety and Security remains a core value for the business and underpins all that we do. The role reports regularly to the UKNNL Board and EHSS committee maintaining a level of independence, providing a mechanism to inform and advise on nuclear, information and conventional safety and security.

The CNO provides assurance to the CEO and Board that the UKNNL sites are being operated safely and securely with the appropriate nuclear, information and conventional safety and security systems are being maintained with appropriate independent oversite of nuclear, information and conventional safety and security performance.

The location for this role is flexible and can be based at Risley, Preston, Workington or Sellafield.

Main Responsibilities for Chief Nuclear Officer:

  • Provide assurance and support to the CEO that all activities relating to nuclear, information and conventional safety and security on the nuclear licensed site are conducted in accordance with the site licence, environmental permits, and applicable regulatory and EHSS legislative requirements.
  • Maintain an effective Independent Assurance function that conducts independent oversight across the organisation to monitor EHSS compliance, effectiveness and culture.
  • Provide the framework and approach needed to ensure that the balance of risk remains acceptable from both a regulatory, legal and an operational point of view.
  • Keep up to date with changes to legislation, requirements and to undertake regular benchmarking.
  • Keep the UKNNL Executive informed, guided as to what good performance looks like and in extremis directed in the matters of Safety & Security in line with the statutory obligations of the organisation.
  • Inform the UKNNL Executive / Board of concerns, deviations, judgements, and interventions; guiding and influencing where needed to maintain and improve the implementation of nuclear, information and conventional safety and security standards.
  • Maintain high level interface and strategic relationships with regulators and authorities in relation to the alignment and strategic intent of Safety & Security aspects across the organizations activities.
  • Undertake the role of SIRO for the organisation ensuring UKNNL has appropriate arrangements in place to understand and effectively manage information security risk and meet all legislative requirements, whilst ensuring the Board and Executive are appropriately informed in relation to information security risk.
  • Ensure Information management and assets across UKNNL are handled in a manner that is compliant with Data Protection and GDPR requirements.
  • Inform, advise, intervene, or direct on any aspect of nuclear, information and conventional safety and security environment, as a fully empowered independent, should the CNO have immediate concerns they have the authority to intervene in the organisations activities.
  • Provide advice and assistance to resolve any conflict between operational requirements which impacts on nuclear safety, information and conventional safety and security.
  • Ensure appropriate nuclear SQEP and capability is in place across UKNNL to support the organisations existing operations and future succession planning requirements.
  • Lead, develop, and mentor effective teams and departments.
  • Communicate effectively across all levels, adapting messages for various audiences.
  • Leadership of the CISO function within UKNNL, establishing and maintain appropriate information security arrangements, procedures and governance that identify significant information security risks and mobilise mitigations.
  • Maintain the relationship between UKNNL and NCSC and HM Government regarding nuclear cyber-security standards and best-practice operations.

Key Skills required of Job Holder:

  • Degree qualified in a relevant engineering or scientific discipline (or relevant equivalent qualification), with experience in the Nuclear Industry and a strong understanding of nuclear operations, including safety protocols, regulatory requirements and emergency response procedures.
  • Nuclear Leadership experience, demonstrated ability to lead, influence and motivate a diverse team of professionals fostering a collaborative, safety, and security conscious work environments in line with UKNNLs values.
  • In depth knowledge of nuclear regulatory bodies and ability to navigate through regulator process smoothly. Ability to collaborate with multiple stakeholders across the regulatory arena.
  • Clear and effective influencing, communication and collaboration skills that facilitates a working environment where nuclear and conventional safety and security sit at the heart of the organisation.
  • Elevated level of integrity and ethical behaviour to uphold safety and security standards regulatory compliance.
  • Independent and strategic thinking with an ability to analyse complex issues and promote innovative thinking.
  • Results orientation, a willingness to look for solutions, and a focus on targeted performance measurement.
  • Strong commitment to promoting an ensuring adherence to strict safety protocols and the ability to develop and implement robust safety and security strategies.
  • Ability to obtain DV level security clearance (this includes but is not limited to identity, employment, financial, criminal record checks, interview plus 10 years of UK residency).

Role and Business Dimensions:

  • Role reports through to CEO and is a member of the Executive Leadership Team and has direct access to the UKNNL Board.
  • Member of the Audit and Risk Assurance Committee (ARAC).
  • Role will chair company level committees involving safety and security.
  • Total company employees c1400.
