The Fraud Prevention Centre (FPC) is a strategic capability within HMRC Security, designed to safeguard customers and the organisation against identity-related fraud and emerging threats. Its mission is built on three interconnected pillars: Protection, Detection, and Response, all underpinned by advanced threat intelligence and customer support. The Centre operates across multiple functional areas, including Proactive Protection, Customer Support & Response, and Strategy & Advisory, to deliver a holistic approach to fraud prevention. This role sits within HMRC’s Fraud Prevention Centre (FPC) directorate and is part of the Government Digital and Data Profession. As an Identity, Verification and Authentication (IDVA) Service Control Manager, you will lead HMRC’s technical response to fraud and risk threats, ensuring interventions are timely, proportionate, and effective. You will work across multiple business areas, combining analytical insight, operational leadership, and strategic thinking to protect HMRC’s services and customers. This is a fast-paced role requiring adaptability, collaboration, and a commitment to continuous improvement.

- Analyse risk intelligence and emerging threats to prioritise interventions, recommend escalation routes for high-risk incidents, and inform strategic decisions.
- Manage aspects of the incident response cycle, from identification and prioritisation through facilitation and resolution.
- Maintain awareness of fraud trends and identity threats, contributing to HMRC’s capability to anticipate and mitigate risks.
- Produce clear, actionable reports and briefings for senior stakeholders, translating technical detail into strategic insights.
- Build strong relationships internally and externally to enable effective collaboration during incidents and intervention campaigns.
- Support continuous improvement and performance monitoring, identifying opportunities to strengthen HMRC’s compliance approach and governance frameworks.
- Apply project management skills to coordinate multi-team interventions effectively and manage the delivery into live.
Essential Criteria
- Ability to analyse complex fraud risk data, identify patterns, and prioritise interventions using structured frameworks.
- Strong influencing and communication skills, with experience translating technical detail into actionable insights for senior stakeholders.
- Knowledge of fraud prevention methods, identity fraud trends, and emerging threats.
- Experience applying governance frameworks and risk appetite principles in technical decision-making.
- Familiarity with fraud analytics tools and their application in operational contexts.
- Experience in leading multiple projects, demonstrating project management skills to coordinate multi-team interventions effectively.
- Ability to work at pace in a dynamic environment, adapting to changing priorities and resource constraints.
- Knowledge and experience with Identity and Access Management (IAM) services and IAM standards.
Desirable Criteria
- Counter Fraud Profession accreditation or equivalent.
- Experience in policy or legal frameworks relevant to fraud prevention.
- Certification in project management or risk management.
This role requires the successful candidate to hold or be willing to obtain Security Clearance prior to taking up the post.
