  • Utility Infrastructure – Our team of Utility Infrastructure specialists design, build and maintain critical water, energy (gas), power and telecoms infrastructure for the UK’s largest network owners and operators.
  • Social Infrastructure – Our team of Social Infrastructure specialists revitalise homes and communities by carrying out a wide range of work, from retrofit to refurbishment, and maintenance.

Location: Based from either our Walsall, Warrington, or Trafford office. We are seeking a highly skilled and experienced Pre‑Construction Manager to join our team. In this pivotal role, you will lead all aspects of the pre‑construction phase, ensuring projects are set up for success from day one. Experience in planned works is essential, along with a proven background in refurbishment, retrofit, and high‑rise residential schemes.

Technical & Industry Expertise

We’re looking for someone with strong technical capability, including:

  • In‑depth knowledge of fire safety regulations: Building Safety Act 2022, Approved Document B, PAS 9980, BS 8414
  • Experience in design coordination and value engineering during pre‑construction.
  • Strong ability to interpret, critique, and challenge architectural and engineering drawings.
  • Experience providing pre‑construction input on:
    • Refurbishment projects
    • Retrofit schemes (including energy efficiency and decarbonisation)
    • High‑rise buildings

Project & Commercial Acumen

Proven capability in early‑stage project planning, including:

  • Strong understanding of procurement strategies
  • Supply chain engagement
  • Supporting QS teams with cost planning and budget development
  • Experience working with:
    • Public sector clients
    • Framework agreements
    • GLA and DLUHC‑funded schemes

Stakeholder & Team Management

Excellent communication and coordination skills with:

  • Clients
  • Design consultants
  • Internal commercial, design & delivery teams

Key responsibilities include:

  • Driving progress and decision‑making
  • Supporting bid submissions and client presentations
  • Cross‑functional collaboration to ensure design, compliance & delivery alignment

Regulatory & Compliance Awareness

A strong understanding of:

  • Building Control processes, including Gateway 2 submissions
  • Golden Thread principles and digital record‑keeping
  • Resident engagement requirements under the Building Safety Regulator

Qualifications

Degree in Construction Management, Architecture, Engineering, or similar. Membership of CIOB, RICS, or similar professional body. Proficiency in tools:

  • MS Project
  • BIM platforms (e.g., Revit, Navisworks)
  • Document control systems (e.g., Aconex)
