We are seeking an experienced Learning & Development Construction Manager to lead the design, delivery, and continuous improvement of training and development initiatives across our construction workforce. This role will ensure employees possess the skills, knowledge, and competencies required to work safely, effectively, and in line with industry standards and business objectives. Experience in Over Head Lines Training would be an advantage.

Working closely with operational leaders, HR, and site management teams, the successful candidate will develop training strategies that support workforce capability, compliance, succession planning, and career development across the organisation.

Key Responsibilities
  • Learning & Development Strategy
    • Develop and implement the company's learning and development strategy for construction and operational teams.
    • Identify current and future skills gaps and create training plans to address business needs.
    • Support talent development, succession planning, and leadership development initiatives.
  • Training Delivery & Management
    • Design, coordinate, and oversee technical, compliance, leadership, and behavioural training programmes.
    • Ensure all mandatory training requirements are met and maintained.
    • Manage training schedules, resources, and budgets effectively.
    • Evaluate training effectiveness through feedback, assessment, and performance metrics.
  • Compliance & Industry Standards
    • Ensure training programmes align with industry regulations, health and safety requirements, and accreditation standards.
    • Maintain accurate training records and competency matrices.
    • Support audits and compliance reviews relating to workforce competence and training.
  • Stakeholder Engagement
    • Partner with operational, project, and senior leadership teams to understand workforce development requirements.
    • Build strong relationships with external training providers, colleges, and industry bodies.
    • Provide guidance and support to managers on employee development and training needs.
  • Apprenticeships & Early Careers
    • Lead apprenticeship, graduate, and trainee development programmes.
    • Work with education providers and industry partners to attract and develop future talent.
    • Monitor programme performance and ensure successful completion outcomes.
  • Continuous Improvement
    • Promote a culture of continuous learning and professional development.
    • Identify innovative learning solutions, including digital and blended learning approaches.
    • Monitor industry trends and best practices to enhance training provision.
Skills & Experience
  • Essential
    • Experience in a Learning & Development, Training, or Workforce Development role within the construction, engineering, utilities, or infrastructure sectors.
    • Strong understanding of construction industry training requirements and competency frameworks.
    • Experience designing and implementing training programmes.
    • Excellent stakeholder management and communication skills.
    • Ability to analyse workforce capability needs and develop effective training solutions.
    • Strong organisational and project management skills.
  • Desirable
    • Experience managing apprenticeship or graduate development programmes.
    • Knowledge of CITB funding, grants, and industry training frameworks.
    • Experience using Learning Management Systems (LMS).
    • Experience delivering leadership and management development programmes.
Qualifications
  • Relevant qualification in Learning & Development, Human Resources, Education, or a related discipline.
  • CIPD Level 5 or equivalent qualification (desirable).
  • Training or coaching qualifications (desirable).
  • Construction-related qualifications or industry knowledge preferred.
