To manage H&S, Environment & Quality on all the sites, you are responsible for making sure all construction work under your control is carried out correctly.

You will have to make sure all the correct permits for the activity being undertaken are issued.

You will be responsible for any direct labour & subcontractors, materials/plant on site.

You must ensure they all comply with the industrial engineering codes of practice, company procedures and relevant safety standards.

You will also be responsible for the programme deadlines and make sure everything is done cost-effectively and to the client’s satisfaction.

  • Be familiar with and demonstrate a commitment to the requirements of the Health & Safety and Environmental Policies.
  • Implement the relevant requirements of the SMS and EMS within their area of responsibility.
  • Ensure that their staff receive or have access to copies of the Environmental Policy and are kept informed of environmental developments and issues.
  • Ensure that the Health & Safety Environmental Policy are effectively communicated to the workforce, particularly to those engaged in activities that have been identified as likely to have a significant environmental impact.
  • Principal Duties & Accountabilities
  • Lead by example with regards to SHEQ (PPE) to motivate your teams.
  • Compliance with Specific Risk Assessment and Method Statements for construction activities.
  • Make sure your teams do not operate any Plant Equipment unless trained, appropriately certified and authorised.
  • Liaise with customers at site level and make sure all details are given to the Customer Liaison Manager for follow up.
  • Report any Hazards / Near Misses / Accidents / Incidents / Utility Damages directly to the SHEQ Manager and via the company reporting systems.
  • Ensure all Direct and Sub-contractors teams follow Codes of Practice & Adhere to NRSWA requirements.
  • Identify any training requirements with your permit, water hygiene card, first aid etc.
  • Manage mains replacement operations such as pipe insertion, pipe bursting, directional drilling and, as a last resort, open cut, and customer connections.
  • Manage mains replacement teams ensuring that quality and programme targets are met.
  • Work closely with the SHEQ Manager to deliver the best H & S performance.
  • Ensure a high standard of housekeeping is being achieved on all sites.
  • Ensure all personnel have had a full induction whether directly employed or sub‑contract.
  • All training certificates must be seen and recorded before any work is undertaken.
  • Adhere to client’s procedures and best operating practice.
  • Manage sub-contractors & direct labour to work safely and efficiently to United Infrastructure Water Services required standards.
  • Accurately record all work carried out on site through the weekly joint measure sheets issued to the Q. S department every Monday afternoon and completed on our Mobile App.
  • Develop and maintain a relationship with relevant client representatives.
  • Ensure all accident and incidents are followed and reported as the flowchart and are carried out promptly with the required reports being filed out.
  • Ensure plant checks are undertaken on site, and defected plant must be reported.
  • Ensure all personnel are fully aware of company policies, i. e. Drugs and Alcohol, Waste Management.
  • Ensure all direct labour & subcontractors receive the relevant paperwork, i. e. permits to dig, risk assessments, method statements, etc. and they are aware and are complying with these procedures.
  • Make sure all sites are complying with audits.
  • Ensure the Commercial team are provided with the relevant information to appropriate deadlines.
  • Attend all relevant team briefs your manager wants you to attend.
  • Coordinate Section 74 Reinstatement Details.
  • Carry out a minimum of 4 safety audits and 4 of each close calls / good calls per month to be forwarded to your line manager with all actions & closeouts.
  • Make sure Reinstatement is completed the first time and ITP Checks are signed off.
  • Complete ITP checks in line with UIWS ITP Procedures and hold points.
  • Develop and maintain relationships with clients on a regular and frequent basis, attending internal and external meetings as required, ensuring client requirements about the delivery of the Contract are met.
  • Carry out any other duties deemed to this role by your line manager.

Southern Water Clean Water Mains Replacement Framework – a 5-year Framework with an option to extend for a further 5 years.

The scheme areas cover Hampshire and East & West Sussex, so a company van will be offered along with fuel card to suitable candidates.

You will be managing up to 4 teams within a geographical area, which could be direct Sub-contract.

  • Cooperate with management and ensure all construction works are carried out to a high quality and conform to Industry Standards, Codes of Practice.

Person Specification

  • Previous Team Lead/Supervisory experience working within Utilities sector, with preference to clean water.
  • NRSWA Supervisor.
  • CAT & GENNY Trained and competent.
  • Awareness of Streetworks Noticing / Co P and SLG site set ups.
  • EUSR Water hygiene.
  • SSSTS / SMSTS.
  • Awareness or Pipe Joint Method – Electrofusion / Buttfusion etc.
  • Good IT skills and awareness.
  • Awareness and Preferred Temporary works trained.
  • Clean Driving Licence.
