About The Role
To provide specialist professional repair & maintenance expertise and guidance around complex matters by utilising qualified surveying expertise and minimising the Council's liability. To ensure the repairing obligations to residents are delivered within the terms of its tenancy agreements, leases and statutory obligations. The qualified repairs surveyors would ensure that our stock is maintained and repaired to a professional standard, rather than just best endeavours.
About You
- Inspect & diagnose defects in building fabric/services
- Produce costed specifications and schedules of work instructions to remedy defects
- Be responsible for quality and compliance of work delivered by Repairs Team including contractor work and to negate the risk of damage to property and people.
- Supervise works in progress
- Monitor contractor and Direct Labour Organisation (DLO) performance
- Issue variation orders and further instructions as and when required
- Evaluate, approve or reject claims and invoices received from contractors in accordance with SBC's financial regulations
- Inspect and sign off completed work and deal with substandard works.
- Investigate and respond to residents enquiries in a timely manner in accordance with service standards
- Manage complaints and Housing Disrepair investigations in line with the housing disrepair pre action protocol and take action to remedy in line with SBC complaints procedure.
- Take ownership and proactively formulate a response including analysing trends, communicating with customers face to face, on the telephone, letter or email to resolve and close complaints effectively, meeting organisational deadlines.
- Arrange appointments with residents to survey properties.
- Instruct and manage specialist contractors with clear written briefs, whilst providing legislative and regulatory technical support and guidance to DLO
- Keep contractor spend to a minimum, reviewing contractor quotes to ensure accuracy.
- Scrutinise and verify variations and invoices before approving and processing for payment.
- Ensure all submitted invoices are coded to the correct expenditure code and are dealt with in accordance with SBC requirements and that all costs are recovered in line with Financial Regulations.
- Investigate discrepancies in specification against invoice, attending site to inspect/post inspect work delivered ensuring full compliance is met.
- Obtain and evaluate quotations received from external contractors and issue works orders.
- Monitor and work within set budget parameters.
- Provide technical expertise in relation to insurance claim investigation in line with policy.
- Produce relevant documentation to enable the preparation of s20 leasehold consultation as necessary.
- Undertake assessments to establish compliance within statutory duties in relation to (but not limited to) asbestos, legionella, fire.
- Using own initiative within Council guidelines, handle complex issues, providing services which are in line with best practice, legislation and best value for money (VFM).
