This pivotal role involves proactive management of the Council's property portfolio, contributing significantly to operational real estate activities aligned with the Council's Strategic Plan.

Day-to-day of the role:

  • Support the Business Partner Operational Real Estate in developing asset management and investment strategies.
  • Identify surplus and under-performing assets, developing value-add initiatives or disposal plans.
  • Negotiate leases, lease renewals, and rent reviews, and manage day-to-day operational management of assets.
  • Prepare complex valuations for a variety of purposes including rent, rating, insurance, and asset estimates.
  • Monitor expenditure, prepare accounts for service charges, and manage financial aspects including budget preparation.
  • Act as Project Manager for developments on Council land and negotiate joint use arrangements.
  • Appoint and monitor external agents and solicitors to support transaction cases.
  • Represent Property Services at various internal/external groups and manage key relationships with the public, council members, and senior officers.

Required Skills & Qualifications:

  • Degree or equivalent in Land Management or a related field.
  • Full Membership of the Royal Institution of Chartered Surveyors (RICS).
  • Extensive experience in valuing a variety of properties and for various needs.
  • Proven experience in asset management of both leasehold and freehold properties.
  • Strong background in Landlord and Tenant management.
  • Experience in local government settings and familiarity with relevant laws and legislation.
  • Proficient in financial analysis, lease management, and operational asset management.
