Your new company is seeking a Quantity Surveyor to provide services on construction and estate works, including building maintenance, mechanical and electrical alterations/improvements, and capital and revenue projects valued between circa 25K to 10M. This client-side opportunity is based in the education sector in Liverpool and offers a hybrid working model.
The role may suit a graduate with a few years of demonstrable industry experience. The role holder will ensure that projects are delivered to the agreed programme, budget, and quality, adhering to recognised industry standards.
Key responsibilities include:
- Undertaking contract, cost, and financial management of individual schemes.
- Assisting with the preparation of feasibility schemes, budget/pre-tender estimates, and cost estimation.
- Managing tender and procurement information, ensuring expenditure is within agreed budgets.
- Providing accurate project cost monitoring and cash flow forecasts to assist the Finance Department.
- Assisting in discussions concerning project performance and providing commercial input to project strategy and risk management.
- Ensuring key performance targets (KPI's) reviews are undertaken for both the consultant's team and the construction team.
- Providing commercial input to construction contracts and undertaking risk profiling.
- Advising on procurement strategy and managing revenue and Minor Capital Projects.
- Ensuring sustainable, low carbon schemes are implemented and energy use minimised.
- Providing advice on contractual matters relating to projects, maintaining awareness of differing building contracts.
- Acting as Quantity Surveyor and Contract Administrator's Representative for allocated projects.
- Producing outline and detailed budgets, cost estimates, and cost plans for new works and adaptations.
- Managing external consultants and ensuring compliance with project objectives.
- Attending Design Team project meetings and contributing to design quality and build-ability standards.
- Monitoring progress of project work against the overall delivery programme.
- Undertaking tender management in accordance with the Tender Process.
- Carrying out contract administration duties, including evaluating claims and negotiating final accounts.
Qualifications
Essential: Educated to Degree level or equivalent in Quantity Surveying.
Desirable: Recognised professional qualification (RICS, CIOB etc).
Skills:
- Experience of using BCIS or National Schedule of Rates or equivalent estimating methodology.
- Experience using Standard Method of Measurement.
- Experience of using risk management techniques for project management.
- Able to liaise with customers at all levels.
- Experience of the Construction Design and Management Regulations 2015.
- Knowledge of public sector procurement rules and financial governance in a public-sector context.
