Overview
Carrington West is assisting a local authority client based in Essex to find a Development Management Manager for an initial six‑month contract, which may roll over. The role supports the Head of Planning and leads a team of Principal Planners, Enforcement Officers, a Land Charges Officer and Planning Technical Support staff.
Responsibilities
- Support the Head of Planning in delivering the Planning Service, responsible for all aspects of Development Management, Planning Enforcement and Appeals.
- Account for project management of the Council’s development management, identifying and verifying benefits from the development plan and future strategic plans, projects and programmes.
- Work collaboratively with the Service Management Team to develop and deliver the Council's corporate vision and strategic objectives, including the up‑to‑date development plan.
- Ensure capacity to support the delivery of the development plan and other projects and programmes, particularly in relation to the Council’s Growth Agenda.
- Provide technical financial advice and guidance for Development Management and the Development Plan, alongside ongoing projects and programmes.
- Deliver professional/managerial expertise advice on the Planning aspects of programmes and projects under the remit of the Head of Service.
- Lead and manage the work of the Development Management and Planning Enforcement and Appeals Teams to ensure efficient operation of the service, in accordance with statutory and legislative requirements, corporate objectives and budgets.
- Maintain consistency of decision making across the Borough for all planning applications and enforcement action, in line with statutory requirements, the Development Plan framework, relevant corporate policies and national guidance.
- Negotiate with developers on policy and financial aspects of developments, including contractual arrangements, quotes, financial processes and reviews to ensure site viability, sustainability and deliverability.
- Promote the Council's aims and objectives, engaging with key partners, stakeholders and staff at all levels to foster understanding of the Council's corporate objectives.
Qualifications
- Experience in a similar position.
- Sound knowledge and understanding of planning legislation and regulations.
- Beneficial to hold a postgraduate degree in planning, regeneration or a related discipline.
- Eligibility for membership of RTPI.
