Contract: Temporary (12 months) with the possibility of progression to permanent external competitions.

Working pattern: Hybrid – 2 days in office, 3 days from home. Flexi‑time available.
Overview
The Housing Finance Business Partner provides strategic financial advice and support for the financial oversight of the NIHE as part of the Department for Communities’ sponsorship responsibilities.
Key Duties and Responsibilities
- Provide in‑year budget management and monitoring, including preparation of monthly reports for the HSG senior management team and input to the monthly Departmental Management Board Stewardship Report.
- Prepare the HSG (NIHE) monthly Outturn Forecast, Outturn return and HSG (NIHE) Monitoring Round returns.
- Engage and work alongside budgeting & accounts colleagues, NIHE finance, Central Budgeting and other stakeholders to ensure value for money in the use of DfC resources and capital budgets.
- Business case review as part of the Five Case Model business case approach.
- Review and appraise the NIHE Budget Submission and provide comments on information included by NIHE in board papers, monthly performance meeting papers, etc.
- Review and appraise NIHE Pay Remits, manage the NIHE monthly Cash Drawdown, and review NIHE consolatory payments, losses and write‑off cases.
- Assist with external and internal audit queries, Assembly Questions, NIHE Accountability updates and Freedom of Information requests as required.
- Attend meetings and deputise as required.
- Perform other ad‑hoc finance returns and duties. (This list is not exhaustive.)
Qualifications
- Professionally qualified accountant (CIMA, CHARTERED ACCOUNTANT, QUALIFIED ACCOUNTANT, ACCA).
- At least one year of experience gained in the last five years in a finance‑related environment, covering one or more of the following:
- Financial planning and budgeting
- Financial accounting/auditing
- Forensic accounting/insolvency‑related work
- Management accounting and cost analysis
- Investment finance
- Treasury management
- Development and implementation of financial systems
