Role Summary

You will support the Senior Project Manager in delivering procurement of construction works, building services and construction‑related professional services contracts, ensuring cost‑effective and technically feasible solutions for the Housing Executive’s Asset Management division.

Responsibilities

  • Proactively lead construction procurement exercises, liaising with client and Corporate Procurement Unit to deliver the Housing Executive procurement programme, ensuring contract documentation for tenders is completed in a timely and efficient manner.
  • Work collaboratively with the client to draft and review tender and contract documentation to ensure compliance with public procurement policy, legislation and best practice, while closely liaising with procurement colleagues.
  • Coordinate with client department and/or consultants to formulate procurement requirements, providing financial input to ensure tender specifications and contract documentation comply with relevant legislation, best practice methodologies, NIHE specifications, policies and procedures.
  • Prepare and analyse costings for pre‑tender estimates, contract cost models, benchmarking, and complete tender evaluations.
  • Draft documentation for NEC 3 and 4 contracts for construction works, building services and construction‑related professional services contracts, ensuring delivery of tender exercises.
  • Ensure delivery of procurement exercises, including initiating and handing over contract meetings with clients, contract mobilisation, and completing Post‑Project Evaluations; incorporate lessons learned into future procurements.

Qualifications

Possess a Bachelor’s Degree (or equivalent level 6 qualification) in Quantity Surveying or another relevant Building/Construction discipline with at least 2 years of experience within a Building/Construction function. OR possess a BTEC Higher National Certificate/Diploma (or equivalent Level 5 qualification) in Quantity Surveying or another relevant Technical/Construction discipline plus at least 3 years of relevant experience within a Building/Construction function.
