Role purpose / summary
We are looking for a Technical Business Analyst to support a digital forms engineering team delivering complex, user centred digital form journeys on a large scale for our client. You will act as the bridge between business stakeholders, design, developers, QA and Architects translating user and policy requirements into clear, technically robust requirements that can be delivered by developers. The role is hands on, fast paced, and suited to someone comfortable working independently within an Agile delivery environment.
The platform enables the rapid creation of GDS compliant digital forms, with complex journeys delivered within structured 12–14 week delivery cycles. Forms are built primarily using JSON based templates, with data exports via APIs, XML, JSON, and CSV. The role is hands on and fast paced, suited to someone comfortable working independently, making pragmatic decisions, and collaborating closely with stakeholders to determine when digital journeys are “good enough” within GDS standards.
Key Responsibilities
- Business Analysis & Requirements: Elicit, analyse, and document business, user, operational, and technical requirements. Translate policy intent and user needs into clear functional and non functional requirements. Produce system, integration, and high level design specifications suitable for developer implementation. Apply appropriate systems analysis techniques, including impact analysis and traceability. Support delivery of multiple digital journeys concurrently, prioritising effectively under time pressure.
- API & Systems Integration: Attend and actively contribute to technical discovery and design sessions with downstream system teams and architects. Support the creation and refinement of API and integration specifications required to connect the digital forms platform with new or existing services. Participate in defining and documenting required data elements and payload structures, API interaction patterns (synchronous and asynchronous), validation rules, error handling, and response behaviours. Understand and capture how submitted data will be consumed by downstream systems used by caseworkers and operational teams. Translate integration discussions into clear user stories, technical tasks, and acceptance criteria (JIRA).
- System, data, and integration documentation: Act as a translator between technical and non technical stakeholders, ensuring business intent, data needs, and platform constraints are clearly understood.
- Agile Delivery: Create, manage, and refine user stories, tasks, and epics in JIRA. Support backlog refinement, sprint planning, and prioritisation. Work closely with developers, testers, architects (solution and data), designers, and delivery managers. Support delivery end to end, from discovery through build, test, and release. Demonstrate flexibility in approach, adapting to delivery constraints while maintaining quality.
- Technical Collaboration: Comfortable reviewing JSON and XML based form configurations and data exports. Support schema definition, validation, and data modelling activities. Collaborate with engineers to resolve design, data, and integration challenges. Help ensure solutions are scalable, reusable, and aligned to platform and architectural constraints.
- Stakeholder Engagement: Lead workshops and requirement gathering sessions with business, policy, and operational stakeholders. Build and maintain strong working relationships across multidisciplinary teams. Manage expectations, navigate differing levels of technical knowledge, and handle conflict or ambiguity constructively. Act as a trusted advisor on what the digital forms platform can and cannot do. Communicate clearly and confidently, influencing decisions where required.
Essential Skills & Experience (Must Haves):
- Proven experience working as a Business Analyst or Technical Business Analyst in complex digital environments.
- Strong experience in requirements and analysis, including work across multiple workstreams or projects.
- Able to work independently, manage own workload, and deliver under pressure.
- Excellent communication skills, able to engage confidently with technical and non technical stakeholders.
- Strong experience using JIRA, including writing high quality user stories and defining clear tasks and acceptance criteria.
- Experience working closely with developers and engineering teams, testers / QA, solution and data architects, and business, policy, and operational stakeholders.
- Experience producing business requirements documentation, system, technical, and integration specifications.
- Comfortable reviewing and discussing JSON and XML.
- Experience working within an Agile delivery environment (Scrum and/or Kanban).
- Strong judgement, attention to detail, and decision making capability.
Desirable (Nice to Have):
- Experience using Handlebars or similar templating technologies.
- Previous experience working with our client or other regulated/public sector environments.
- Good understanding of GDS Service Standard, design patterns, and accessibility considerations.
- Experience with data modelling, data capture, and data analysis.
- Familiarity with APIs and systems integration in large scale environments.
- Familiarity with structured delivery methods (e.g. RUP or similar lifecycle approaches).
