Role Purpose
We are seeking an experienced and forward-thinking Civil Engineering Manager to lead the technical delivery of projects across our civil engineering portfolio, with a strong focus on structural asset management and civils examination for major infrastructure clients. This role is instrumental in ensuring the safety, sustainability, and longevity of the UK’s infrastructure through effective inspection, reporting, and engineering leadership.
Acting as the primary technical authority, the Civil Engineering Manager will ensure all engineering solutions meet contractual, regulatory, and technical standards. The role also champions sustainable, low-carbon engineering approaches and leads on technical input into tenders and project development.
Key Responsibilities
1. Engineering Leadership
Lead technical delivery of civil engineering projects, particularly within structural asset management and examinations.
Embed sustainability across the project lifecycle, focusing on low-carbon materials and energy-efficient solutions.
Collaborate with clients, subcontractors, and stakeholders to meet project, safety, and environmental goals.
Provide mentorship and technical guidance to engineering teams.
Deliver briefings, technical training, and competency assessments.
Manage a team of engineers and technical staff.
2. Sustainable Engineering Solutions
Drive sustainable design and construction practices across all civil engineering activities.
Implement circular economy principles and promote environmental protection.
Develop innovative engineering processes to enhance efficiency and consistency in delivery.
Ensure engineering processes comply with Network Rail and industry regulations.
Sustainability inclusion in tender documentation and project methodology.
3. Tendering & Pre-Construction Support
Partner with bid teams to create competitive and sustainable technical submissions.
Contribute to method statements, risk assessments, and sustainability strategies.
Identify engineering risks during tendering and propose practical, sustainable solutions.
Represent engineering capability to clients and stakeholders throughout the bidding phase.
4. Technical Assurance
Lead technical assurance processes to ensure right-first-time delivery.
Conduct standards reviews and risk assessments to enhance sustainability and quality.
Ensure compliance with Network Rail, Railway Group standards, and relevant legislation.
Maintain engineering documentation to the highest standards.
Act as CEM/CRE when required, and lead internal technical audits.
5. Project Delivery
Coordinate with Contract Managers to align engineering deliverables with timelines and budgets.
Oversee planning and delivery of civils examination works to meet required quality standards.
Engage project stakeholders to ensure smooth and collaborative project execution.
Monitor progress and implement risk mitigation strategies.
6. Compliance & Safety
Uphold and promote compliance with safety, environmental, and engineering standards.
Support and review safety documentation such as CPPs and WPPs.
Foster a culture of safety, wellbeing, and environmental awareness across all teams.
Ensure adherence to internal and regulatory HR, HSE, and business policies.
7. Stakeholder Engagement
Represent the business in technical forums and client meetings, promoting sustainable civil engineering practices.
Build strong relationships with clients, regulators, and third parties.
Engage with communities and stakeholders to support environmental and social value.
Advise clients on structural and ecological compliance where required.
8. Reporting & Documentation
Produce high-quality engineering reports and sustainability performance metrics.
Track and report on carbon reductions, resource use, and project environmental impact.
Maintain comprehensive records related to engineering changes and competency frameworks.
Skills & Qualifications
Essential:
Bachelor\’s degree in Civil Engineering (Master’s preferred).
Chartered Engineer (CEng) with a recognised body (e.g., ICE).
Desirable:
Experience in construction, geotechnical, or wider infrastructure sectors.
Familiarity with HSQE systems and standards.
