As we continue our transformation journey, a new role has been created within our Strategic Client On-boarding team for an experienced Programme Delivery Manager to act as a senior strategic partner to client organisations, providing leadership, assurance and constructive challenge at executive level to enable successful, sustainable onboarding into UKSBS services.

Strategic Onboarding plays a critical role in ensuring that UKSBS clients are onboarded into services in a controlled, assured and sustainable way. The function operates across people, process, technology, data and service readiness, working in close partnership with customer organisations and internal teams to deliver complex and strategically significant transitions.

The role requires strong personal credibility, sound judgement and the ability to influence and shape decisions with senior leaders in client organisations, balancing collaboration with appropriate challenge to protect outcomes, value and service integrity.

Duties will include, but not be limited to the following:

  • Provide overall accountability for the delivery of complex, strategic onboarding programmes from mobilisation through to closure.
  • Set clear programme direction and outcomes, ensuring alignment with UKSBS strategy, the Target Operating Model and agreed Organisation Design.
  • Exercise delegated authority within agreed governance, financial and commercial frameworks.
  • Build, sustain and lead trusted strategic partnerships with client sponsors and leadership teams, operating as a credible delivery partner and advisor.
  • Lead complex conversations with client organisations, providing assurance and challenge on scope, readiness, risk and affordability to support informed decision-making.
  • Manage differing priorities, expectations and risk appetites across client organisations, maintaining confidence and trust through periods of change and delivery pressure.
  • Establish and maintain proportionate governance, controls and reporting arrangements, providing clear visibility of progress, risks, issues and dependencies.
  • Own and manage programme-level RAID, acting as the senior escalation point and ensuring timely resolution of complex or high-impact issues.

To do this role well you will possess the following:

  • Significant experience leading large-scale, complex programmes with multiple stakeholders and dependencies.
  • Strong experience of programme governance, assurance, risk management and Financial Management.
  • A proven ability to provide effective senior stakeholder engagement.
  • Proven ability to operate effectively within matrix-managed and multi-organisational environments.
  • Experience of leading varied and mixed discipline teams.
  • Proven agile project delivery experience.
  • Experience working in a continuous improvement environment.
  • Experience of working in the public sector or arm’s-length bodies would be beneficial.
  • Familiarity with IPA approaches or Government Functional Standards highly desirable.
  • A recognised programme management qualification.
