Independent Technical Assessor (Competent Persons Scheme)
Location: Remote/UK-Based
We are currently looking for experienced Independent Technical Assessors to support UKAS assessments for the ISO/IEC 17065 certification of Competent Person Schemes (CPS). This is a flexible contract opportunity for individuals with a strong technical knowledge of building regulations, certification schemes, and CPS operations.
Key Responsibilities
- Carry out technical assessments of CPS organisations in accordance with ISO/IEC 17065.
- Evaluate scheme compliance with MHCLG Conditions of Authorisation.
- Review understanding and application of the Building Regulations 2010 (as amended) and relevant Approved Documents, particularly Schedule 3 and Part 5.
- Assess installer competence against Minimum Technical Competence (MTC) requirements.
- Provide clear and objective input to assessment reports and contribute to accreditation decisions.
- Support UKAS with accurate and timely report writing.
Essential Skills and Knowledge
- Thorough knowledge of Competent Person Schemes and their role in self‑certification.
- Building design and construction compliance with the Building Regulations.
- Product approval and CE/UKCA marking in line with regulations.
- Schedule 3 installation work categories.
- Familiarity with PAS 2030/31 & PAS 2035 ISO/IEC 17065 standard and product certification principles.
- Familiarity with UKAS accreditation and assessment processes, including the role of Technical Assessors and Technical Experts.
Qualifications and Experience
- Ideally a Degree, Higher National Diploma (HND) or equivalent in construction, engineering or architecture discipline.
- Alternatively, 10+ years of demonstrable experience in a relevant technical or managerial role.
- Minimum 5 years’ experience in the construction industry, building control, certification or a related field.
- Experience working at a technical management level, with knowledge of CPS certification and building control.

- Membership of a recognised professional institution (desirable but not essential).
- Chartered Association of Building Engineers (CABE)
- Chartered Institute of Building (CIOB)
- Institution of Engineering and Technology (IET)
- Gas Safe Register (for relevant CPS trades)
- Chartered Institution of Building Services Engineers (CIBSE)
- Institute of Plumbing and Heating Engineering (IPHE)
- National Inspection Council for Electrical Installation Contracting (NICEIC)
- Royal Institution of Chartered Surveyors (RICS)
- Federation of Master Builders (FMB) (in relevant core)
