Overview
UKAS is seeking experienced Technical Assessors to support the assessment of Competent Person Schemes (CPS) and Energy Efficiency Measures (EEM) installations under standards including PAS 2030, ISO/IEC 17065, and MCS product schemes. This role is ideal for professionals with a strong technical background in construction, renewable energy, or building control looking for flexible, contract-based work.
Key Responsibilities
- Carry out technical assessments of certification bodies offering Competent Person Schemes, PAS 2030 installation schemes, and MCS certification.
- Assess compliance with relevant standards such as ISO/IEC 17065, PAS 2030, PAS 2031, PAS 2035, and relevant MCS product standards.
- Review documentation, observe audits, and evaluate assessor competence.
- Provide technical input into assessment findings, reports, and internal assessment records (IARs).
- Participate in assessment planning, report writing and, where required, attend closing meetings with certification bodies.
- Maintain up-to-date knowledge of changes in relevant legislation, standards, and best practice guidance.
- Represent UKAS in a professional, impartial, and collaborative manner.
Essential Requirements
Experience
- Proven experience in the construction industry or a related technical field at a managerial or senior technical level.
- Hands-on experience in building control, certification, renewable technologies, or technical auditing.
- Demonstrated involvement in product design, testing, inspection, or installation of EEM or MCS technologies.
Knowledge & Skills
In-depth knowledge of:
- PAS 2030, PAS 2031, and PAS 2035.
- Building Regulations across the UK, including the Approved Documents, Technical Handbooks (Scotland), and Technical Booklets (Northern Ireland).
- ISO/IEC 17065 and UKAS accreditation processes.
- Competent Person Schemes and their application under Building Regulations.
- TrustMark Framework and Government-backed schemes such as the BUS, ECO, and Green Homes Grant.
- Product certification, CE/UKCA marking, and Regulation 7 compliance.
- Understanding of MCS scheme requirements and renewable energy technologies.
- Ability to evaluate competence as distinct from formal qualification.
- Strong analytical, communication, and report-writing skills.
- Collaborative and inquisitive approach, with the ability to challenge constructively.
Desirable Attributes
- Membership of a relevant professional institution (e.g. CIBSE, CIOB, IET, Energy Institute).
- Recognised qualification in renewable energy, construction, or related discipline.
- Familiarity with UK qualifications frameworks and regulated qualification registers.
- Understanding of quality management systems and factory production control (FPC).

- Flexibility to travel and attend onsite assessments across the United Kingdom.
