Overview
PREM Rugby is looking to recruit an Operations & Compliance Manager to help support the Salary Cap Director\’s work within the PREM Rugby business. This is an exciting opportunity to work in a rapidly developing priority area of professional rugby and sport in general. The candidate should ideally have at least 6 years of experience working in sports administration and/or a related field (i.e. legal, regulatory, audit or compliance) with strong data literacy and numeracy skills.
Key Responsibilities
- Monitoring: Develop a thorough understanding of the player salary and contracting market; work with the Salary Cap and Rugby Operations Administrator to review all player contracts and agent declarations; scrutinise all club submissions (including official declarations and certifications) and identify potential non-compliance, including requirements set out in the PRB Regulations such as Fixed Wage; review and corroborate all annual player submissions and related information, and provide a compliance report to the SCD.
- Administration: Review Player Sponsorship Remuneration applications and make recommendations to the SCD; administer Injury Dispensation applications; receive and review Scouting Agreements; review and monitor Player Testimonial activity; ensure all areas of the salary cap are compliant with Data Protection legislation.
- Audit and Investigations: Undertake formal participant interviews; act as a reliable and discreet point of contact for whistleblowing and reporting circumvention; issue written enquiries to participants and clubs; undertake desk-top and/or field investigations; be the main point of contact in liaising with external accountants for Annual and Extended Audits; review submissions related to Extended Audits and assess compliance with the Regulations.
- Discipline: Administration of Summary Offence Notices and Fines; case management relating to regulatory breaches; preparation of charges and hearing documents.
- Education: Lead the delivery of Education Programmes for Players, Agents and Clubs; work with the Rugby Player Association to develop and deliver an effective Education Programme for Players; develop documents/guides to support compliance of the Salary Cap.
- Communications: Draft ad-hoc and annual Salary Cap Reports; ensure Salary Cap content on the PREM Rugby website is up-to-date and accurate; prepare supporting information for the Communications Department.
- Support: Provide guidance and support to all Clubs and Participants to aid full compliance with the regulations; ensure all Club submissions and Club Officials Declarations are provided on time and in the correct format; ensure all Player submissions are provided on time and in a complete format.
- Development: Support the annual review of, and amendments to, the Regulations; make recommendations to improve processes and systems to deliver compliance; develop analytics to support monitoring systems; collaborate with IT/tech providers to support compliance systems and databases; explore opportunities to enhance the salary cap system through the use of AI.
- General: Support the Salary Cap Director in all other aspects of the administration and management of the Salary Cap as required.
Knowledge, Skills and Experience
- 6 years of experience in sports administration and/or a related field (i.e. legal, regulatory, audit or compliance).
- Minimum of a Bachelor\’s Degree.
- High level of integrity and discretion.
- Excellent organisational skills and the ability to work individually or in teams.
- Excellent data literacy and numeracy skills.
- Strong project management skills.
- Excellent attention to detail.
- Ability to work efficiently and calmly under pressure, often on multiple projects; able to work unsupervised and show initiative; able to establish relationships at all levels.
- Excellent written and spoken English; proficiency in Word and PowerPoint.
- The successful applicant will be able to handle confidential information with discretion.
