We are recruiting a Communications Manager to support the development and delivery of communications for the Bill Discount Scheme (BDS), a major policy initiative designed to improve the acceptability of energy infrastructure among host communities and wider audiences. This is an impactful role where effective, insight-led communications will be critical to achieving policy outcomes.

You will develop and deliver a comprehensive communications and engagement strategy aligned to the scheme's objectives, using audience insight and behavioural science to inform your approach. Working collaboratively with the Delivery and Schemes directorate, Ofgem's central communication teams, and DESNZ, you will help ensure messaging is clear, consistent and effective across all channels.

The role includes shaping stakeholder mapping and audience segmentation, developing targeted messaging, and supporting engagement activity such as workshops, forums and senior stakeholder sessions. You will contribute to implementation planning across multiple channels, including community engagement and wider stakeholder communications, and play a key role in establishing metrics and KPIs to monitor and evaluate communications activity.
