This Intermediate Quantity Surveyor will report to the Commercial Lead – NGET and will work within Capital Programme based in our Bury St Edmunds office. You will be a permanent employee.
You will attract a salary of £61,723 and a bonus of 3%. This role can also offer blended working after probationary period (6 months) – 3 days in the office and 2 remote.

Job Purpose:
The Commercial Services & Strategy Team needs to provide Commercial expertise on several Contracts within EPN. To facilitate this, there is a requirement for a Quantity Surveyor to provide Commercial support within Bury St Edmunds, ensuring that the engaged Framework Contractors deliver their Contract Obligations.
This will involve good Commercial and Contractual management of the Contractors, through processes that need to be developed and operated ensuring that the Contractors are paid correctly, on time and within budgetary constraints.
The Quantity Surveyor will assist the Commercial Manager with Contract Administration taking responsibility for Framework Contracts whilst under the direction of the Commercial Manager. You will oversee the payment process, resolution of disputes and commercial reporting for their Contracts plus be available to provide a supporting role during initial procurement before taking ownership for delivery through to final account.
Dimensions:
- To comply with all UKPN guidelines, our goals and procedures, identifying and reporting areas of non-conformance to the Commercial Manager and the wider Commercial Services Management Team.
- To assist the Commercial Manager by providing guidance and training on the interpretation of the Contract to the Commercial Administration Team.
- Administering the Contracts following the Terms and Conditions, ensuring both UKPN and the Contractor meet their obligations.
- Manage and report Contractor applications and change requests, making recommendations and preparing general correspondence on behalf of the Commercial Services Team ensuring that only legitimate monies are paid.
- Build a close relationship with all external partners and team members to help progress without delay, ensuring that all reasonable requests are met.
- To help with the preparation and verification of pricing models from first principles for new Contracts.
- Produce quality Commercial Reports and Dashboards and ensure the successful Commercial Management of the contract.
- Work with the Commercial Manager to resolve any contract issues, and in the event of a dispute arising to help prepare the required documentation to justify and strengthen our contractual position.
- As part of the Bury St Edmunds Management Team take responsibility regarding Health, Safety and the Environment providing Commercial support to Network Operations.

Principal Accountabilities:
The Quantity Surveyor will manage the Commercial Administration Team based at Bury St Edmunds within the EPN area, whilst reporting to the EPN Commercial Manager, you will perform the following activities:
- Receive and analyse all of the information from Contractors to determine payment amounts due to Contractor following the Terms of Contract.
- Maintain detailed records and calculations to provide an audit trail of applications for payment and payment certificates processed, using SAP as the basis of the data to produce concise and informative Commercial Performance Reports.
- Interrogate claims for payment using ENMAC and Contractor’s Work Management Systems.
- Help with Green Lighting and GR’ing agreed Invoices using SAP.
- Provide Commercial support to all UKPN staff.
- Collaborate with Contractors and Internal UKPN Staff to ensure Contracts are followed correctly and operatives follow guidelines.
- Ensure compliance with policies and procedures.
- Provide Contract live-knowledge support to the Procurement Team through the procurement process.
- Provide regular feedback and Commercial Reports to the Commercial Manager, Agents, Operations Manager, Field Engineers and Field Staff Supervisors.
- Collaborate with Field Engineers and Staff Supervisors to resolve payment queries and issues.
- Help investigate customer complaints.
- Collaborate with other Directorates.
- Promote and pursue our goals of ‘Stay Safe’.
- Promote and demonstrate good customer services.
- Arrange training courses for the team to meet the requirements.
- Carry out storm role responsibilities during system emergencies.
Nature and Scope:
As the Quantity Surveyor, you will deliver new Commercial Processes, ensuring that costs are monitored and payments are made following the Contract conditions reporting the result to the Commercial Manager within EPN.
We ask that you have commercial awareness; analysing skills, process knowledge and an understanding of the technical requirements for the delivery for all Contract work-streams within UKPN. We ask that you are an inspired motivator as well as a team player.
You should demonstrate knowledge of relevant administrative and business processes.
Qualifications:
- Degree in Quantity Surveying, or Accountancy would be beneficial; however, knowledge of Commercial Processes within the Utilities sector would also be considered an advantage.
- A member of or working towards Profession Membership in an appropriate organisation such as RICS, ICES, CIMA.
- Commercial skills and a negotiator.
- Knowledge of Contracts in particular those used within the Construction Industry.
- Industry knowledge of costs and contractor performance related issues.
- An understanding of the Electricity Network and the types of jobs undertaken.
- Numerate and accurate in analysing cost data with a focus on detail. Communicate financial and commercial issues.
- Deliver the main objective to manage the Commercial process.
- Ability to learn and use a variety of systems with fast and accurate keyboard skills and knowledge of Excel and SAP.
- Flexible attitude to work and working hours.
- Foster professional networks with staff and other teams within UK Power Networks and external Partners.
- Good communication, organisational and problem-solving skills.
