This is an exciting opportunity to join the Security Team at His Majesty's Naval Base Devonport (HMNBD), a site of national, strategic importance on the waterfront of Plymouth, Devon. The role of Devonport Safety and Security Intelligent Customer is a challenging and rewarding role, supporting the Naval Base Commander (NBC) with the assurance that HMNBD is compliant with the requirements of security and commercial policy.
The job is varied, challenging and busy and is set within a site with a bright future, and growth. The organisation under the NBC is undergoing change co-incident with this job advert and change-management skills, and flexibility will be required to succeed. This Post will have line management responsibility of a small team within the Naval Base Security Department. This position is advertised at 37 hours per week.
Job Description
- Support the Deputy Head of Departments (DHoD’s) for Health & Safety and Security Assurance, and the Assistant Head of Security respectively, in the management and assurance of the contractual arrangements with the Industry Partners.
- The role will entail regular liaison across stakeholders including Naval Base teams as well as with Industry Partners.
- The role holder will ensure contracted security and safety obligations and requirements are understood and will be responsible for the assurance and reporting of contract delivery.
- The role will work with the commercial, contract management and technical teams to ensure that the required outcomes are contracted as well as receiving those services with good value for money.
Person specification
- The role holder would benefit from commercial experience with understanding of contracts, particularly within the security profession but no professional qualifications are required.
- You will need to be able to understand and communicate performance indicators and metrics.
- You will need to have good communication and negotiation skills.
- All safety and security knowledge will be provided in role, but previous experience or at least understanding of the areas will be beneficial.
The successful candidate will undertake and be responsible for the following:
- To enact the role of a Devonport Security and Safety Intelligent Customer (IC) on behalf of the MoD as the contracting Authority, to retain adequate resources and technical competence, to develop the requirements, understand extant and future contract and assure the deliverables and activities of the Industry Providers meet the prioritised, legal and policy requirements of the contract.
- To raise any concerns to the appropriate NBC Authority (commercial, safety or security) where key deliverables have not been met and engage with NBC’s commercial and financial teams in the case of such failure.
- To ensure value for money through the Contract and drive the correct security and safety behaviours whilst building collaborative, positive relationships with Industry Providers staff in support of the safe, secure and efficient delivery of Naval Base outputs scoped in the Contracts.
- For Security – support the Claims, Arguments and Evidence Portfolio required by Joint Service Publication 628, to the satisfaction of DHoD - Nuclear Security Assurance.
- For Security – establish and maintain a close liaison with the on-site elements of the Submarine Delivery Agency, the appropriate, off-site Principal Security Advisors and the Defence Nuclear Security Regulator.
- To build positive and effective relations with the Devonport Contract Management Team.
- To hold the Industry Partners to account for provision of contracted and agreed, timely performance metrics such as management information and Key Performance Indicators, as required.
- To raise Contract performance, technical safety and/or security concerns with the appropriate Authority.
- To champion Safety Culture initiatives, alongside and coherent with the Industry Partners.
